The Politburo issues new regulations on party membership fees.

Regulation No. 01 of the Politburo stipulates the payment of party membership fees by party members; the principles of collection, payment, allocation, management, and use of party membership fees by party organizations at all levels.

Details of membership fee rates

The regulations state that paying party dues is a duty of party members as stipulated in the Party Charter. Party members are responsible for truthfully reporting their income to the party branch as a basis for paying party dues as prescribed.

The Politburo encourages party members to voluntarily pay higher party membership fees than the prescribed amount; party branches report to the immediate superior party committee for consideration and decision.

The Party branch shall consider and propose to the competent Party committee to decide on removing the name of a Party member from the list of Party members in cases where the Party member fails to pay Party dues for 3 months in a year without justifiable reason.

Party organizations at all levels are authorized to open bank accounts to collect, deposit, manage, and utilize party membership fees.

Party organizations decide on the form of managing their retained party membership fee balances (in cash or in bank or treasury accounts), ensuring safety, strict adherence to legal regulations, and timely fulfillment of the party organization's expenditure needs.

Party members who are subject to mandatory social insurance according to regulations must pay monthly party membership fees equal to 1% of their salary used as the basis for calculating mandatory social insurance contributions for the immediately preceding month.

During periods when party members are on leave due to illness or maternity, and are not required to pay mandatory social insurance contributions and receive benefits paid by the social insurance agency, the party membership fee will be equal to 1% of the sickness or maternity allowance paid by the social insurance agency.

During the period when a party member is unemployed and not required to pay mandatory social insurance due to other reasons, the party membership fee will be the same as that applied to party members who are not subject to mandatory social insurance.

Party members who are not subject to mandatory social insurance, including those receiving pensions, pay monthly party membership fees equal to 0.5% of their pension; party members who are students pay 5,000 VND/month.

In addition, party members who have not yet reached retirement age under normal working conditions as stipulated by labor law, and party members who have reached retirement age under normal working conditions as stipulated by labor law, also contribute at different rates.

Party members working at Vietnamese representative offices abroad, spouses assigned to work overseas with members of Vietnamese agencies, and party members who are students studying abroad with state budget funds or under agreements funded by foreign countries, pay monthly party dues equal to 1% of their monthly living expenses.

Other party members abroad pay party dues equivalent to 30,000 - 400,000 VND per month.

The Party Committee of the Ministry of Foreign Affairs consulted and reached an agreement with the Central Party Office and the Central Organization Department; and reported to the Party Committee of the Government for consideration and decision on the specific amount and currency for paying party membership fees.

Individuals eligible for exemption, reduction, advance payment, or late payment of party membership fees.

The Politburo's regulations clearly state the groups eligible for exemption, reduction, advance payment, or delayed payment of party membership fees.

Specifically, party members are exempt from paying party membership fees in the following cases: having been party members for 50 years or more; receiving social retirement benefits; having exceptionally difficult circumstances (belonging to a poor or near-poor household; suffering from a serious illness), and submitting a request to the party branch for exemption from paying party membership fees.

Party members facing difficult circumstances, in cases not covered by the above regulations, may be considered for exemption or reduction of party membership fees by 30%, 50%, or 70% if they submit a request to the party branch, depending on the specific circumstances. Each exemption or reduction will be considered for a maximum period of 12 months.

Party members who are temporarily exempted from party activities due to working far from their place of residence, having mobile or unstable employment, or living in areas without a party organization and being unable to pay monthly party fees through the National Public Service Portal, should report to their party branch for consideration. The branch should then report to the competent authority (the agency granting the temporary exemption) to allow for delayed or early payment of party fees for a maximum period equal to the duration of the temporary exemption.

Other cases requiring consideration, such as delayed or early payment of party membership fees (if any), should be handled according to the guidelines of the Central Party Office.

The Politburo requires that no party membership fees be collected from party members during periods of suspension from party activities due to detention, or when party members are sentenced by a court to a penalty of non-custodial rehabilitation or higher.

For party members whose party membership is suspended in other cases, the party branch will consider and choose an appropriate method for collecting party membership fees.

In cases of force majeure (war, natural disasters, epidemics, etc.), if a party member is unable to pay party dues, the party branch (not a grassroots party branch) shall report to the higher-level grassroots party committee or the party committee directly above the grassroots level (in places without a grassroots party committee) for consideration and decision on exempting the party member from paying party dues; if the party member is active in a grassroots party branch, the grassroots party branch shall consider and decide.
