No interruption in the supply of E10 bioethanol fuel.
In order to ensure the supply of biofuels in accordance with the roadmap for the nationwide application of biofuels, on June 8, 2026, the Department of Domestic Market Management and Development (Ministry of Industry and Trade) issued Document No. 1781 to petroleum trading and distribution businesses, requesting them to proactively secure supplies and maintain continuous supply to the market.
Previously, on November 7, 2025, the Minister of Industry and Trade issued Circular No. 50 stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels. Accordingly, from June 1, 2026, unleaded gasoline according to the current national standard must be blended into E10 gasoline for use in gasoline engines nationwide; and the blending of E5RON92 gasoline for use in gasoline engines will continue until December 31, 2030.

The Ministry of Industry and Trade requires businesses to absolutely not disrupt the supply of biofuels.
To effectively implement this roadmap, the Department of Domestic Market Management and Development requires petroleum wholesalers and distributors to strictly comply with regulations on blending and supplying biofuels, ensuring a sufficient supply to meet consumption and production needs.
The Department also requested that businesses absolutely not allow any disruption to the supply of biofuel throughout the entire business system, from primary distributors and retailers to retail gasoline stations. In all situations, units must ensure a sufficient supply of biofuel to retail stations within the distribution system to maintain regular and continuous sales operations.
In addition, businesses need to proactively share supply and profits within the distribution system in a reasonable manner to ensure uninterrupted supply of biofuel to the market; at the same time, they should allocate sufficient personnel and organize on-call or overtime shifts when necessary to maintain stable sales operations and meet the needs of people and businesses.
The Department of Domestic Market Management and Development also requested that key traders and distributors of petroleum products closely monitor the consumption of biofuels in the market. In case of difficulties or obstacles arising during implementation, the units should promptly report to the Department for consideration and resolution.
For petroleum wholesalers and distributors who have not yet reported or have not fully reported the list of retail gasoline stations within their distribution system for updating on the "Around Me" application, the Department requests that they urgently complete and submit the report before June 12, 2026.
Ensuring the supply of biofuels not only contributes to the effective implementation of the energy transition roadmap as stipulated by the Ministry of Industry and Trade, but also meets the consumption needs of the people and ensures stable and continuous production and business activities nationwide.
Announcing the email address for receiving feedback on E10 gasoline.
The National Competition Commission under the Ministry of Industry and Trade has officially announced the establishment and operation of an email address: khieunai@bvntd.gov.vn. This is a dedicated channel for receiving all information, documents, and feedback from consumers related to E10 gasoline.
Immediately after receiving data from citizens, the National Competition Commission will quickly activate the necessary operational procedures and proactively coordinate closely with relevant agencies and units to verify the case, ensuring maximum protection of the legitimate rights and interests of consumers.
According to the guidelines, the person making the complaint needs to provide basic information including full name, phone number, citizen identification number and contact information; information about the organization or individual business being complained about; the time of refueling; the type of vehicle and year of manufacture; the content of the complaint and the request.
Additionally, consumers are advised to submit supporting documents (if any) to assist in the verification and processing of their claims.

Citizens can send information and documents regarding E10 gasoline to the email address: khieunai@bvntd.gov.vn.
The announcement of the contact point for receiving feedback comes as E10 bioethanol fuel is being deployed in many localities. This is an information channel for consumers to report problems arising during the purchase and use of E10 fuel, while also contributing to strengthening the monitoring of petroleum business activities in the market.
In addition to this channel, people can report issues related to the gasoline business through the "Around Me" app, such as: selling at prices different from the listed price, unusual closures, limited sales volume, failure to issue invoices, or issues related to fuel quality, fire safety, and the environment.
From June 1st, E10 gasoline will be officially implemented nationwide, replacing RON 95 mineral gasoline as part of the transition to green fuels. In addition, E5 RON 92 gasoline will continue to be sold until the end of 2030.
Regarding liability when vehicle breakdowns are allegedly caused by the use of E10 gasoline, the Ministry of Industry and Trade stated that if there is sufficient evidence to prove the cause is due to fuel quality, the fuel supplier must bear primary responsibility. In addition, state management agencies in the petroleum sector also have the responsibility to handle the matter according to their assigned functions and duties.
The Ministry of Industry and Trade advises people to stop using fuel immediately upon detecting any unusual signs or suspecting substandard quality; and to report it to the relevant authorities or fuel supplier for consideration and handling.
