First, if the first inspection certificate or first inspection stamp of a motor vehicle subject to exemption from inspection is lost, within 7 working days from the date of issuance of the first inspection certificate or inspection stamp. For the first time, the vehicle owner or authorized person according to the provisions of law must go to the registration unit and declare according to the form in Appendix I issued with this Circular to have the Certificate reprinted only once. Receive inspection, inspection stamp (Vehicle owner does not have to bring the vehicle to the registration unit).

Second, if the Inspection Certificate or Inspection Stamp of a motor vehicle exempted from inspection for the first time is damaged or there is a discrepancy with the vehicle's information, the vehicle owner must bring the Inspection Certificate or Inspection Stamp that has been approved. issued to the inspection unit and declared according to the form in Appendix I issued with this Circular for the inspection unit to review and check the information and to reprint the Inspection Certificate and Inspection Stamp ( The vehicle owner does not have to bring the vehicle to the registration unit).

In the draft Circular, the Ministry of Transport proposes to handle cases where the Inspection Certificate or Inspection Stamp is still valid but is lost, damaged, torn or has discrepancies in information as follows:

The motor vehicle's inspection certificate or inspection stamp is lost. The vehicle owner or authorized person according to the provisions of law must send a written notice to the registration unit, make a report and have confirmation from the police agency where the documents are lost, and carry out a search notice. search on mass media.

Upon receiving the written notification, the registration unit enters information about lost documents into the motor vehicle warning software.

After 30 days from the date the registration unit receives the written notice, if the lost documents cannot be found, the vehicle owner must declare according to the prescribed form, enclosing relevant documents and evidence of the search notice. , confirmation from the police agency and take the vehicle to the registration unit for inspection to be issued a new Inspection Certificate and Inspection Stamp (the vehicle owner must pay the inspection service price according to regulations).

In case the Inspection Certificate or Inspection Stamp of a motor vehicle is damaged, the vehicle owner brings the damaged Inspection Certificate or Inspection Stamp to the registration unit and declares according to the form and takes the vehicle to the unit. The registry conducts the inspection to obtain a new Inspection Certificate and Inspection Stamp (the vehicle owner must pay the inspection service price according to regulations).

In case the Inspection Certificate and Inspection Stamp have discrepancies with the vehicle's information, the vehicle owner will bring the Inspection Certificate and Inspection Stamp to the registration unit and declare according to the form, if there are any discrepancies.
