
The Minister of Public Security has just issued a Circular stipulating regulations on driver's license examination and issuance; issuance and use of international driving licenses (replacing Circular No. 12/2025/TT-BCA dated February 28, 2025). This circular stipulates the elimination of the computer-based driving test, effective from July 1, 2026.
This regulation is implemented based on the provisions of the Law on Road Traffic Safety and Government Decree No. 94/2026/ND-CP dated March 31, 2026, regulating driver training and testing activities, effective July 1, 2026 (repealing Government Decree No. 160/2024/ND-CP dated December 18, 2024, regulating driver training and testing activities). Article 24, regarding the physical facilities of driver testing centers, has removed the requirement to equip testing centers with traffic situation simulation equipment and a simulation testing room.
Notably, the Circular on Regulations on examination and issuance of driver's licenses; issuance and use of international driver's licenses (replacing Circular No. 12/2025/TT-BCA dated February 28, 2025) has removed the computer-simulated traffic situation test.
According to current regulations, the driver's license examination process for automobiles requires candidates to complete a theoretical test, a computer-simulated traffic situation test, a practical test, and a practical driving test on the road.
Authorities argue that the regulation requiring driver's license testing using traffic simulation software is impractical, lacks realism, and does not accurately reflect real-life situations. Some of the simulated scenarios are designed to trick candidates rather than assess their driving skills.
Therefore, from July 1st onwards, candidates will no longer have to take this exam.
