General Secretary Nguyen Phu Trong, President Vo Van Thuong, Prime Minister Pham Minh Chinh and National Assembly delegates attended the session.

Delegate Tran Hong Nguyen (Binh Thuan delegation) said that income and life of workers are not guaranteed at present, and suggested that the Minister of Labor, Invalids and Social Affairs have a solution to solve the problem.

Delegate Nguyen Thi Thuy (Bac Kan delegation) is concerned that the job opportunities for female workers over 40 years old after losing their jobs are very low, leading to the risk of these subjects having to withdraw their social insurance once, affecting long-term social security. Delegates asked Minister Dao Ngoc Dung to clarify solutions to support this subject in the coming time.

Responding to delegates, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that the average income of employees in the first quarter of 2023 was 7,9 million VND - an increase of 2,6% compared to the fourth quarter of 2022. In which, labor-intensive basic industries such as textiles and garments were 7,2 million VND, electronics 9 million VND.

The enterprise system makes great efforts, sharing with the motto: When doing business, you can benefit, share difficulties. Although it has not improved much, basically, the policy of minimum wage and average income has ensured the compliance with legal regulations.

“Regarding the issue of cadres, civil servants and public employees moving to work in the private sector and the Minister of Home Affairs has replied, I personally would like to give a partial answer on this issue. For workers in the public and private sectors to be stable, it is important to ensure income, stable jobs, living wages, and a guaranteed income for themselves and their families," said the head of the Ministry of Labor, Invalids and Social Affairs.

Minister Dao Ngoc Dung: Wages and incomes of workers are still low, life is still difficult, especially for female workers in industrial zones.

However, Minister Dao Ngoc Dung admitted that wages and incomes of workers are still low, life is still difficult, especially for female workers in industrial zones.

In particular, regarding policies for female workers, Minister Dao Ngoc Dung shared that on the evening of June 5, the Minister had re-read the report on the field of leather shoes and textiles. One month ago, Minister Dao Ngoc Dung was assigned by the Prime Minister to inspect a number of localities.

“Working together, having meals with workers, I see that most of the workers in the textile and garment, footwear and leather industries are female workers, and even in some occupations, up to 80% are female. The subjects who were laid off and lost their jobs were mostly female workers. In the recent wave of more than 3 million people returning to localities, most of them are mothers with small children. Unable to stay in the city, new workers have to return," the minister confided.

Therefore, talking about job opportunities for female workers over 40 to avoid losing their jobs, Minister Dao Ngoc Dung said that workers must be trained early, since they are not unemployed. Past the age of 40 with the textile industry is really difficult for workers because "the eyes are blurred, the legs are slow, the work productivity is low".

“Therefore, there must be solutions to take care of elderly female workers such as creating favorable conditions for production enterprises, creating stable jobs, taking care of essential social welfare, proactively training early and remotely; localities also need to have mechanisms and policies to create jobs for female workers to adapt to new conditions," Minister Dao Ngoc Dung offered solutions.
