In the draft report to explain before the National Assembly, Minister of Agriculture and Rural Development Le Minh Hoan, said that rice is still the main food, accounting for 70% of food consumption of Vietnamese people.
NO LOOK OF RICE
According to Minister Le Minh Hoan, by the end of 2020, the rice-growing area of the country will be more than 3,94 million hectares. In 2,5 years (from 2021 to July 7), about 2023 hectares of land will be converted to use purposes and the rice cultivation area will be recovered. This converted and recovered land area is appraised by the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment and submitted to the Prime Minister for approval.
Information on the situation of rice exports, the Minister said that by the end of July 7, Vietnam exported 2023 million tons of rice, earning nearly $4,83 billion. The main traditional export markets in Asia are 2,6 million tons (accounting for more than 3,3%), up nearly 77% over the same period last year. Some markets with outstanding growth such as the EU accounted for 36% of total output but reached more than 2 tons, up 84.000% over the same period last year.
According to the Commander of Agriculture and Rural Development, after the announcement of banning rice exports from India, Russia and the UAE, the price of Vietnamese rice on the world market increased continuously in the past three weeks.
Citing data from the Vietnam Food Association, the Minister said that the price of 5% broken rice for Vietnam's exports on August 9 climbed to $8/ton, with some enterprises having signed export contracts with prices close to $618/ton with 660% broken rice; Export price of 5% broken rice has also reached USD 25/ton. Thus, in just 598 days, the average export price of rice has increased by 20 USD/ton.
"Currently, many markets such as China, the Philippines and Indonesia are competing to buy Vietnamese rice with an increase of 40% to several dozen times", the Minister informed.
Referring to the domestic rice supply, Minister Le Minh Hoan said that in the context of some countries such as India, Russia and the UAE banning rice exports, Vietnam's rice production still increased. The area of rice cultivation in 2023 with all crops combined is about 7,1 million ha; average yield is 60,7 quintals/ha, output is estimated at over 43,1 million tons of paddy, an increase of over 452 thousand tons compared to 2022.
According to calculations in the high safety scenario, the amount of rice used to ensure food security of 100 million people and other domestic consumption needs is about 29,5 million tons of rice a year.
In which, about 13,8 million tons of rice is used as food for people; serving processing 7,5 million tons of rice; serving livestock raising 3,4 million tons of rice; used as seed, backup seed 1,0 million tons of paddy; domestic reserves of 3,8 million tons of paddy.
In addition to domestically produced rice and rice, each year Vietnam also imports a certain amount of rice from Cambodia and India. For example, the amount of rice imported from Cambodia is more than 1 million tons per year, to compensate in case of need.
According to data from the Ministry of Industry and Trade of India, in the first 5 months of 2023, Vietnam imported about 367.500 tons of Indian rice, up nearly 32% over the same period in 2022 and ranked 8th among countries importing rice from the country. this billion people.
“However, rice imported from India is mainly for food processing and animal feed. Therefore, India's ban on the export of white rice does not have a great impact on rice for Vietnamese consumption," the minister affirmed.
Minister Le Minh Hoan commented: From now until the end of the year, if there are no abnormal changes in the weather, the rice output will ensure the plan, fully meet the domestic rice demand and meet the export requirements. , can export from 7,5 million tons to a maximum of 8 million tons of rice, equivalent to 15 million tons of paddy.
“Food security is not just about enough rice, but also other food products and foods. In addition to rice, Vietnam annually produces an average of more than 7 million tons of meat, 10 million tons of seafood and tens of millions of tons of vegetables and fruits. Overall, at the national level, food security in terms of supply capacity is guaranteed," emphasized Minister Le Minh Hoan.
FOLLOWLY HANDLING VIOLATIONS OF IUU HAVING “YELLOW CARD”
Regarding the field of agriculture, forestry and fishery, in the first 7 months of 2023, the total export turnover reached 29,13 billion USD, down 9,1% compared to the same period in 2022. The commander of the agricultural sector said that it is difficult to export. Agro-forestry-fishery exports still exist, market demand recovers slowly, some recent market fluctuations pose additional challenges but also open up many opportunities.
In order to overcome difficulties and take advantage of opportunities in ensuring domestic food supply security and increasing exports in the last months of 2023, the Ministry of Agriculture and Rural Development will update market developments comprehensively and carefully. It is important to disseminate and support people and businesses to overcome difficulties and take advantage of market opportunities.
Currently deciding whether to penalize 100% of cases: (i) fishing vessels disconnect VMS equipment for more than 10 days, disconnect frequently when fishing at sea, and cross the maritime boundary as prescribed; (ii) the units that provide monitoring equipment for fishing vessels do not comply with regulations on installation, provision of warranty and repair services for damaged VMS equipment for people.
On the other hand, will continue to coordinate with the Ministry of Foreign Affairs and the Ministry of Industry and Trade to increase and renew communication organizations to promote the outstanding quality of Vietnamese agricultural products in domestic and foreign markets. For production, direct production flexibly, ensure food security and safety for domestic consumption and ensure supply in line with export demand.
In the long term, the Ministry of Agriculture and Rural Development gives priority to perfecting legal policies on the development of trademarks and brands of key agricultural products. The agricultural production stage will be reorganized in a sustainable way, such as piloting the construction of areas of agricultural and forestry raw materials that meet standards for domestic consumption and export until 2025.
In addition, continue to speed up the development, submit to the Government for promulgation and organize the implementation of the Project "Sustainably develop 1 million hectares specializing in high-quality rice cultivation associated with green growth in the Mekong Delta". Project "Development of a logistics system to improve the quality and competitiveness of Vietnamese agricultural products to 2030, with a vision to 2050".
Regarding the exploitation, protection and development of aquatic resources, removing the "yellow card" of the European Commission (EC), the Minister of Agriculture and Rural Development said that the situation of violating the law related to the exploitation and protection of aquatic resources still take place.
In an effort to remove the "yellow card" from the EC, the Ministries of Defense, Agriculture and Rural Development and the People's Committees of the coastal provinces and cities directly under the Central Government are actively directing the enforcement forces. Laws (Border Guards, Coast Guard, Fisheries Inspectors, Fisheries Inspectors...) strengthen patrols, inspection and control to identify violations and strictly handle violations of IUU fishing.
