Telecommunications infrastructure, originally a communication infrastructure, has now become the infrastructure of the digital economy, called digital infrastructure, participating in all aspects of socio-economic life. Digital infrastructure, in addition to telecommunications, also includes cloud computing, Internet of Things, providing digital technology as services and digital platforms with infrastructure.

Digital infrastructure is the infrastructure of digital transformation. Digital infrastructure is to digitize the real world and form a new space, digital space, also known as cyberspace (KGM). Humans have a new living space called KGM. For the first time, instead of spending and depleting resources while developing, humanity has created a new resource, which is digital data.

The first innovation is mainly based on foreign technology, the second innovation must be mainly based on Vietnamese technology developed. We have researched and produced telecommunications network equipment, mastered digital platforms, cloud computing technology, and Internet of Things (IoT) platforms.

The first innovation focused on the domestic market, the second innovation also focused on going abroad to conquer the international market.

The first innovation was to popularize telecommunications and the Internet. The second innovation is to popularize digital technology to every business, every household, and every person so they have the tools to do business, it's like universalizing electricity. Instead of universalizing telecommunications services, we popularize labor tools, turning labor tools into services.

The Fourth Industrial Revolution is a revolution in intelligence, based mainly on artificial intelligence and algorithms, which are the strengths of Vietnamese people.

And in addition, the main technologies of the fourth industrial revolution have passed the discovery and research stage and have entered the application stage. Research and discovery requires elites to spend decades of effort before there can be a breakthrough. It is still the United States and a number of developed countries that play the main role in this period. But the application phase requires engineers, many engineers at the application level and practice level. Whoever is quick will benefit the most to develop the country. The fourth industrial revolution has truly entered the phase of widespread application and this is a huge opportunity for Vietnam.

The fourth industrial revolution, industrialization, modernization of the country, developing the country based on science, technology and innovation, developing the knowledge economy, digital economy, smartizing socio-economic activities, innovating the management of organizations,... All of these converge in the national Communist Party. National Communist Party is the main work of all of us.

Therefore, the Vietnam Information and Communications Union also needs to innovate, must innovate, and must strongly apply digital technology to fundamentally change its activities.

Propaganda of the Party's guidelines and policies, and the State's legal policies must be carried out in the digital environment and on digital platforms. The main job of the Industry Union is to build digital platforms, this is a way to equip its team with knowledge, tools, automation and intelligence. And also because of working together on a digital platform, industry unions will be able to monitor unions at all levels. All of these things were basically impossible before.

Representing, caring for, and protecting the legal and legitimate rights and interests of union members and workers is still the most difficult due to the large number. Hundreds of thousands of businesses have hundreds of thousands of labor policies, hundreds of thousands of collective labor agreements. Even with all this information in hand, the union does not have the ability to analyze and detect problems. But using artificial intelligence (AI) tools to do this is very feasible. Trade unions in the information and communication industry must have AI tools to analyze large numbers to protect hundreds of thousands of their union members working in many different organizations.

The same goes for participating in developing legal policies and policies for workers. Because there are so many, it is difficult to detect problems. Currently, the Ministry of Information and Communications is developing a virtual assistant to support the legislative field. This assistant helps detect conflicts and overlaps between laws, between laws and decrees and circulars. Industry unions can use this virtual assistant to support constructive participation, discovery and suggestions on employee issues.

Industry unions need to research and develop a digital skills training and lifelong learning platform for workers in the industry, so that they can quickly adapt to changes in labor and occupation, so that they can can use CNS, use AI to do their job better, rather than let CNS, AI replace them. VTC Corporation and MobiFone Corporation have initially developed such a platform. Based on this platform, further development is not difficult or expensive.

Trade unions are unions of workers and employees. Building a strong union and bringing benefits to its members is always the mission of any union.

The trade union of the information and communication industry must develop its organization even stronger. The information and communication industry is now not only post and telecommunications (BCVT), but also IT, CNS, CDS, ICT industry, journalism, broadcasting, communications, publishing, and basic information. Industry unions must expand their forces to represent the entire industry.

Finally, I want to talk a little about the relationship between employees and employers. Both employees and employers must have a common primary concern of making the business grow. Only when there is development and profit can we talk about other things, otherwise there will be nothing. Therefore, the first thing is that the industry union must direct workers to make the business better, make the business develop, and then take care of the legitimate interests of the workers.
