BSR is ready to sell E10 gasoline

Binh Son Refining and Petrochemical Joint Stock Company (BSR) said it is accelerating the implementation of the biofuel conversion roadmap, including solutions to restore production at Dung Quat Biofuel Plant.

This plan was reported by BSR leaders to the Ministry of Industry and Trade when implementing the Government's policy on promoting the roadmap for mandatory use of E10 biofuel from the beginning of 2026 nationwide, in order to fulfill Net Zero commitments by 2050.

Preparing supply of ethanol for blending E10 gasoline

Previously, at the end of June, at the 6-month review conference on the situation of gasoline supply to the market and the direction and tasks for the last 6 months of 2025 chaired by the Minister of Industry and Trade, the Vietnam National Energy and Industry Group ( Petrovietnam ) and BSR Company reported on the national plan and roadmap for biofuels; including the production of E10 gasoline using biofuel from the Dung Quat Ethanol Plant.

Specifically, according to the new direction of the Ministry of Industry and Trade, from January 1, 2026, all gasoline circulating on the market will be required to be mixed with 10% ethanol, applicable to both A92 and A95 gasoline.

This means that all commercial gasoline on the market must switch to E10 gasoline. With domestic gasoline consumption of about 1 - 1.2 million m3 per month, equivalent to 12 - 15 million m3 / year, the amount of ethanol needed to meet blending requirements is about 1.2 - 1.5 million m3 / year.

Up to now, domestic ethanol production capacity meets about 450,000 m3 / year, equivalent to 40% of demand, the rest must be imported.

In the context of fluctuating world ethanol prices, increasingly fierce market competition and import tax policies, restoring the operation of domestic ethanol plants is an urgent and effective solution.

Of which, Dung Quat Biofuel Factory, managed by Central Petroleum Biofuel Joint Stock Company, started construction on an area of 24.62 hectares in Dung Quat Economic Zone (Quang Ngai) in September 2009.

In 2014, the factory was put into commercial operation, producing 330 tons of ethanol products per day, contributing to promoting the E5 bio-fuel market nationwide.

Restarting Dung Quat Ethanol Plant

In response to practical requirements when the roadmap for mandatory use of E10 biofuel is expected to be implemented from early 2026, BSR has put forward many specific plans, strategies and action programs.

In particular, restoring the operation of the ethanol plant is considered a strategic step to proactively supply ethanol, reduce dependence on imports, and at the same time contribute to environmental protection and emission reduction.

At the BSR Party Executive Committee meeting on implementing the Party Congress resolution for the 2025-2030 term, BSR identified continuing the operation of Dung Quat Biofuel Plant as one of the key tasks.

On July 1, 2025, BSR's leadership inspected Dung Quat Biofuel Plant.

Accordingly, Central Petroleum Biofuel Joint Stock Company has developed a plan to continue production activities through business cooperation.

Sharing about this plan, Mr. Pham Van Vuong - the company's director - said that the plan to continue operating the factory was clearly built, in which the preparation work was completed in July and August 2025, the factory was restarted in September, trial operation in October, and official commercial production from November 2025.

All costs of repairs and additional equipment investment to ensure the plant operates safely and efficiently will be borne by Central Petroleum Biofuel Joint Stock Company and its partners.

In particular, in this plan, the parties will increase the capacity of the CO2 recovery system by 40 - 50 tons/day to increase economic efficiency during production operations."

Dung Quat Biofuel Plant to resume operations in October 2025

BSR assessed that the return of Dung Quat Biofuel Plant to the biofuel supply chain is a positive signal for the entire Vietnamese energy industry in its efforts to green and reduce emissions.

In addition, to implement the Government's roadmap for using E10 biofuel from the beginning of 2026 nationwide, the Vietnam National Energy Industry Group has resolutely directed the restart of fuel ethanol production plants, in order to proactively source domestic supply, reduce dependence on imports and ensure national energy security.


E10 gasoline will be tested in August

Since 2015, BSR has been blending E5 RON 92 gasoline at the warehouse system of Dung Quat Loc Dau Factory and successfully selling it commercially to domestic partners. It is expected that in August, BSR will test blending E10 gasoline and organize sales by road to the provinces in the Central region.

Proactively producing and distributing biofuel not only helps BSR optimize its supply chain and increase product value, but also contributes to realizing the goal of sustainable development, towards a circular and carbon-neutral economy by 2050.
