BSR is ready to sell E10 gasoline.

Binh Son Refining and Petrochemical Joint Stock Company (BSR) announced that it is accelerating the implementation of its biofuel transition roadmap, including solutions to restore production at the Dung Quat Biofuel Plant.

This plan was reported by BSR's leadership to the Ministry of Industry and Trade as part of the government's policy to accelerate the mandatory use of E10 biofuel nationwide from the beginning of 2026, in order to fulfill Net Zero commitments by 2050.

Preparing the supply of ethanol for blending into E10 gasoline.

Earlier in June, at the conference summarizing the first six months of 2025 on the supply of petroleum products to the market and outlining directions and tasks for the last six months of 2025, chaired by the Minister of Industry and Trade, the Vietnam National Energy Corporation ( Petrovietnam ) and BSR Company reported on the national roadmap and plan for biofuels; including the production of E10 gasoline using biofuel from the Dung Quat ethanol plant.

Specifically, according to the new guidelines of the Ministry of Industry and Trade, from January 1, 2026, all gasoline circulating in the market will be required to be blended with 10% ethanol, applicable to both A92 and A95 gasoline.

This means that all commercial gasoline on the market must switch to E10 gasoline. With domestic gasoline consumption at around 1-1.2 million m³ per month, equivalent to 12-15 million m³ / year, the amount of ethanol needed to meet the blending requirements is approximately 1.2-1.5 million m³ / year.

Currently, domestic ethanol production capacity meets approximately 450,000 m³ / year, equivalent to 40% of demand, with the remainder being imported.

Given the volatile global ethanol prices, increasingly fierce market competition, and import tax policies, restoring the operation of domestic ethanol plants is an urgent and effective solution.

Among them, the Dung Quat Biofuel Plant, managed by the Central Vietnam Petroleum Biofuel Joint Stock Company, was started construction on an area of ​​24.62 hectares in the Dung Quat Economic Zone (Quang Ngai) in September 2009.

In 2014, the plant began commercial operation, producing 330 tons of ethanol daily, contributing to the promotion of the E5 biofuel market nationwide.

BSR successfully sold its first batch of sustainable aviation fuel in early June 2025.

Restarting the Dung Quat Ethanol Plant

In response to practical demands as the mandatory use of E10 bioethanol is expected to be implemented from the beginning of 2026, BSR has developed numerous specific plans, strategies, and action programs.

In particular, the restoration of the ethanol plant's operation is considered a strategic step to proactively secure ethanol supply, reduce dependence on imports, and contribute to environmental protection and emission reduction.

At the BSR Party Committee meeting on implementing the resolution of the Party Congress for the 2025-2030 term, BSR identified the continued operation of the Dung Quat Biofuel Plant as one of its key tasks.

On July 1, 2025, the BSR leadership team conducted a site inspection of the Dung Quat Biofuel Plant.

Accordingly, the Central Vietnam Petroleum Biofuel Joint Stock Company has developed a plan to continue production through a business cooperation model.

Sharing details about this plan, Mr. Pham Van Vuong, the company director, said that the plan to continue operating the factory has been clearly developed, with preparations completed in July and August 2025, the factory restarted in September, trial operation in October, and official commercial production starting in November 2025.

All costs for repairs and additional equipment investment to ensure the plant operates safely and efficiently will be covered by the Central Vietnam Petroleum Biofuel Joint Stock Company and its partners.

Specifically, in this plan, the parties will increase the CO2 recovery system capacity by an additional 40-50 tons/day to enhance economic efficiency in the production process."

The Dung Quat Biofuel Plant will resume operations in October 2025.

BSR assesses that the return of the Dung Quat Biofuel Plant to the biofuel supply chain is a positive signal for the entire Vietnamese energy sector in its efforts to green and reduce emissions.

Furthermore, to implement the Government's roadmap for the nationwide use of E10 biofuel from the beginning of 2026, the Vietnam National Energy and Industry Corporation has decisively directed the restart of fuel ethanol production plants, aiming to proactively secure domestic supply, reduce dependence on imports, and ensure national energy security.


Trial blending of E10 gasoline will take place in August.

Since 2015, BSR has been blending E5 RON 92 gasoline at the Dung Quat Refinery's storage facilities and successfully selling it commercially to domestic partners. It is expected that in August, BSR will begin testing the blending of E10 gasoline and organize its sale by road to provinces in the Central region.

Proactive production and distribution of biofuels not only helps BSR optimize its supply chain and increase product value, but also contributes to realizing the goal of sustainable development, aiming for a circular economy and carbon neutrality by 2050.
