In the places I visited, I not only witnessed the effectiveness of good models and innovative approaches, but also felt the decisive leadership of the Hanoi City Police Department's Board of Directors with a clear message: Implementing the "Three Best" movement must create substantive changes in work.
We do not accept models that exist only on paper.
Major General Nguyen Ngoc Quyen, Deputy Director of the Hanoi City Police, shared with me that the value of the "Three Best" must be seen through the effectiveness of actual work, through the progress of handling tasks, through the transformation of discipline and order, through the sense of responsibility of officers and soldiers, and through the quality of service to the people... The city police do not need many 형식적인 (formalistic) models, do not need campaigns chasing after quantity; they do not accept models that exist only on paper, do not accept grandiose campaigns with lackluster results, and do not accept reports that are "good" or "excellent" but the work does not progress.
The Hanoi City Police need a model that can solve real problems, remove real bottlenecks, create real change, and be measurable by real results. Each model must clearly answer what problem it is addressing, what difficulties it is overcoming, at what stage it is creating change, who is responsible, what criteria are used for measurement, and what the actual effectiveness is; there must be a drastic shift in mindset, moving from "campaign-style" to "performance-based management"; from "registering models" to "creating tangible products"; from "qualitative reporting" to "verification by data and concrete products"...
One example is the "Three Best Visa Team: Professional - Dedicated - Integrated" model of Team 3, Immigration Management Department, Hanoi City Police. In this model, I was most impressed by a story shared on the "Three Best" diary page, documenting a day in the team's work, highlighting their proactive approach, communication, and multilingual guidance. The use of foreign languages goes beyond mere service; it becomes a concrete manifestation of the "Three Best" movement in practical work. Through direct exchanges, much information is clarified right at the counter, making the process smoother and improving the efficiency of managing foreigners from the initial entry stage.
“My workday at the ‘Ba Nhat’ Visa Office begins as usual. Before the first citizens arrive to complete the procedures, I am already at the reception counter checking the software system, reviewing the forms, and preparing the necessary documents for guidance. For me, ‘professionalism’ is not just about a neat appearance or uniform, but also about minimizing errors right from the initial reception stage so that citizens don’t have to make multiple trips,” a staff member shared in the Ba Nhat diary.




The first case of the day was the temporary residence permit application for a German expert. After carefully checking the work permit, temporary residence declaration information, and the legal documents of the sponsoring company, the officer discovered that the application was still missing some documents. Instead of simply stating "the application is incomplete," the officer from the Immigration Management Department specifically noted each item that needed to be completed on the instruction form, making it easier for the company to track and supplement the documents according to regulations. A clear instruction today can save people a lot of waiting time later on.
Every officer at the Immigration Management Department understands that they not only represent the image of their unit but also contribute to building the image of the Hanoi Police force in the eyes of the international community. Every day, they interact with many foreigners from different countries seeking information on visa procedures, residency permits, or electronic identification. Some are fluent in Vietnamese, while others know almost no Vietnamese or have difficulty accessing electronic administrative procedures.
Every dedicated guidance, every properly processed application, every satisfied smile from citizens and foreigners leaving the service counter is the motivation for the officers of the Immigration Management Department to continue striving to uphold the spirit of the "Three Best" Visa Team.
The Drug Crime Investigation Department, with its "Three Best" model in supporting vocational guidance for drug addicts after rehabilitation, is a humane solution that sustainably reduces the risk of relapse. Initial results after more than four months of implementation show that the unit has successfully transferred four "Cricket Farming" models to post-rehabilitation trainees, providing full support from breeding stock and cages to necessary equipment for their homes; the first harvest has already been completed. The unit has also collaborated with a breeding facility located in Cau 2, Thanh Ba, Phu Tho to support post-rehabilitation trainees in finding stable employment.
The implementation of this model has yielded profound effectiveness and humanitarian value. The vocational training model goes beyond medical treatment, aiming for holistic recovery: from psychology and life skills to work capacity. Trainees are introduced to simple yet practical occupations suitable to their inherent abilities and local conditions, such as garment making, repair, carpentry, mechanics, animal husbandry, and agriculture. Through this, they develop discipline, work ethic, and a sense of personal responsibility. Simultaneously, it effectively eliminates the conditions for relapse, as evidence shows that the core cause of relapse and recidivism is the lack of stable employment and income for those who have completed rehabilitation.
The model has successfully addressed this bottleneck by creating livelihoods and a healthy work environment, providing long-term goals for trainees. When those recovering from addiction have stable employment, they become more confident, reintegrate more easily into their families and society, and experience reduced stigma from the community. This directly reduces the risk of crime and drug-related problems in the area, maintaining peace and security in each residential neighborhood.





The "Three Best" movement has been concretized through thousands of effective models.
Under the direction of the Party Committee and the Board of Directors of the Hanoi City Police, the "Three Best" emulation movement has been concretized and implemented through thousands of models from the city level to the grassroots level, linked to functions and tasks, creating a foundation for concretizing emulation criteria in practical work. To date, there are 13 models at the city police level, 1,069 models at the grassroots level; 247 models from team-level units and 644 models from working groups under the commune-level police.
A competitive emulation movement is only truly valuable when it goes beyond slogans or immediate achievements, gradually becoming a driving force for innovation and a standard of action in long-term practical work. And the "Three Best" emulation movement in the Hanoi City Police is gradually moving towards that goal, as the spirit of "Most Disciplined - Most Loyal - Closest to the People" is not only present in each model and each task, but is gradually becoming a requirement for self-improvement and a standard of action for every police officer in the capital today.
The highlight of the "Three Best" emulation movement of the Hanoi Police lies not only in the number of participants, but also in the way it is organized and implemented, with each model linked to a specific task, a clear area, and a verifiable output. The "Three Best" emulation movement has covered almost all key areas of work, thereby spreading and promoting effectiveness across all aspects of the Hanoi Police force's work.
During the implementation of the "Three Best" emulation movement, the Hanoi City Police developed many models directly linked to their regular work tasks, from administrative reform to ensuring security and order; gradually concretizing the spirit of "Most Disciplined - Most Loyal - Closest to the People" in practical work and service to the people.
