Speaking with reporters, Mr. Pham Quang Cuong, Deputy Director of the Department of Science and Technology, said: The Department advises the Provincial People's Committee to implement many key tasks and solutions in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation. This includes advising on the development of a synchronized digital infrastructure, ensuring seamless connectivity to serve the processing of work on the internet. Currently, the dedicated data transmission network has connected to 100% of provincial departments and agencies, and all 38 communes and wards, ensuring the processing of confidential documents and shared information systems. The document management and operational system is interconnected with 100% of all levels of government, departments, agencies, and organizations; connected to the national document exchange axis with approximately 9,800 accounts; and the rate of electronic document exchange throughout the province has reached 100%. The entire province issued 13,367 digital certificates to individuals and organizations of state agencies in the province, including: Token devices, SIM-PKI and centralized digital signature solutions.
The Department of Science and Technology has addressed shortcomings in information technology infrastructure and LAN networks; coordinated guidance, training, and support for agencies and units in the process of exploiting and using digital systems to ensure smooth, safe, and efficient work processing on e-commerce platforms.
In implementing Resolution No. 57-NQ/TW, communes and wards in the area have proactively deployed many solutions to improve the digital capacity of cadres and civil servants; paying attention to investing in infrastructure and internet connections, gradually making the processing of documents on e-commerce platforms a regular practice in daily operational activities.
Currently, the Than Uyên Commune People's Committee processes 100% of incoming and outgoing documents online, except for confidential documents. To ensure efficiency, the commune has instructed its officials and staff to strictly follow the procedures for receiving, assigning, advising, submitting for signing, digitally signing, and issuing documents on the document management and operational system. Simultaneously, they utilize KPI-based work progress management software to monitor the progress and quality of tasks performed by each department, office, and official. This allows for timely encouragement and improved accountability in handling work, contributing to more accurate, effective, and transparent leadership and management within the commune, and gradually fostering a digital working environment.

According to Comrade Le Hoang Dung, Head of the Culture and Social Affairs Department of Thu Lum Commune, after implementing the two-tiered local government model, the number of incoming and outgoing documents at the department has increased significantly. On average, the department receives about 40-50 documents daily through the document management system and other operational channels; of which about 25-30 documents are directly related to the functions and tasks requiring research and advice. To ensure the timely processing of documents, the unit directs the civil servants in charge of document management to regularly open the document management system, promptly receive, update, and immediately forward documents to the department's leadership for processing and assignment to civil servants for advice and implementation, with a focus on four "clear" aspects (clear person responsible, clear content of work, clear deadline for completion, and clear expected outcome).
In addition to applying electronic document management systems, many departments, agencies, and localities in the province are also proactively exploiting digital platforms such as Google Calendar and Google Sheets to manage work schedules, track task progress, facilitate assignment, reminders, and resolve difficulties in the process of performing tasks.
Being among the top provinces nationwide in terms of the rate of processing documents online is not only a positive result in Lai Chau's digital transformation process but also a driving force for the province to continue improving the quality of governance in the future. This not only affirms Lai Chau's position as one of the leading localities in digital transformation in the northern mountainous region, but also aims towards a modern, transparent administration that serves the people and businesses more effectively.
