Despite having gone through administrative procedures many times before, Ms. Tran Thi Anh Nguyet, residing in An Chau commune, still has many concerns about the process and necessary documents when dealing with land-related administrative procedures. Bringing her documents to the "Public Service Coffee - Serving the People" event, she hoped to receive direct answers from relevant authorities regarding her difficulties. "Previously, whenever I went to the authorities to carry out administrative procedures, I always brought all the relevant documents. I thought I had everything, but only later realized I needed to supplement them, wasting a lot of time and effort. Here, the officials explained each step clearly and provided detailed guidance, so I understand and feel more at ease," Ms. Nguyet shared.
Not only Ms. Nguyet, but many citizens participating in the "Public Service Coffee - Serving the People" program received direct review, explanation, and specific guidance from professional staff on each of their documents. Even though he brought documents related to land inheritance, Mr. Mai Thanh Hung, residing in Can Dang commune, still thought the process would take a long time, even requiring him to go to the provincial level. But after receiving specific guidance from professional staff on the procedures and necessary documents, he submitted his application immediately after the program ended. "This model facilitates people's access to information about land and helps them better understand the administrative procedures in this field. The warm, friendly, and helpful attitude has encouraged people to ask more questions to better understand the issues they are facing," Mr. Hung shared.
With the motto "Close to the people, understand the people, support the people, and serve the people," the "Public Service Coffee - Serving the People" model is organized periodically once a month or once a quarter, depending on the actual situation and the needs of local people in resolving administrative procedures. Participating in the "Public Service Coffee - Serving the People" session, people receive information and guidance on the process, required documents, and steps for carrying out administrative procedures according to current legal regulations. Simultaneously, it supports people in accessing and effectively using electronic utilities such as online public services and online application progress tracking. In addition, this is also an opportunity for relevant agencies to receive feedback and suggestions from people regarding the process of carrying out administrative procedures related to land.
Ms. Huynh Kim Thu, Director of the Land Registration Office branch in An Chau commune, said that the "Official Coffee - Serving the People" model is implemented with the goal of creating a close and friendly environment for specialized agencies and people to meet and exchange information directly; promptly listening to and resolving difficulties and obstacles in the process of carrying out administrative procedures related to land. Through these activities, the model contributes to improving the quality of service, building the image of a dedicated and responsible team of officials, and using people's satisfaction as a measure of work efficiency. "Not only does it support the resolution of specific issues, the model also creates a bridge between the government and the people. Through these meetings, specialized agencies have the opportunity to listen to feedback from reality, promptly identify difficulties and shortcomings in the process of resolving administrative procedures to research and propose solutions to overcome them, and improve the quality of service to the people," Ms. Kim Thu shared.
According to Ho Huu Tai, Deputy Secretary of the Party Committee and Chairman of the People's Committee of An Chau commune, the implementation of the "Public Service Coffee - Serving the People" model aims to create an open and friendly space for people and businesses to meet and exchange information directly with specialized agencies regarding administrative procedures in the field of land. This is not only a place for exchanging information but also a bridge to strengthen the bond between the government and the people, contributing to building a team of dedicated, responsible, and professional officials and employees who prioritize the satisfaction of the people. From there, the An Chau commune government strives to implement solutions to improve the efficiency of administrative reform, building a transparent, friendly, and people-serving public administration in the locality.
