Learners are worried about the information that 56,230 IELTS certificates were issued improperly in 2022.

According to the conclusions of the Ministry of Education and Training's inspection on May 8th, IDP Vietnam Education Co., Ltd. (IDP) issued 56,230 IELTS certificates illegally in 2022. This is because, although the Ministry of Education and Training only authorized IDP to organize and issue certificates in partnership with other organizations on November 17th, 2022, the company had already conducted 555 exam sessions in over 30 provinces and cities across Vietnam prior to that. According to regulations, these illegally issued certificates are invalid for high school graduation or university admissions. This information has caused confusion among many students, who are unsure whether it will affect their eligibility for exemption from the high school graduation exam, upcoming university admissions, or their previous university acceptance and graduation results.

Regarding the above information, Dr. Nguyen Trung Nhan, Head of the Training Department at Ho Chi Minh City University of Industry, said that the university is currently compiling statistics to determine how many certificates were used for admission and graduation consideration during that period.

"Basically, it won't significantly affect the certificates used for university admissions in 2024 because most universities accept certificates that are still valid until the time of admissions at the end of August this year, while certificates are only valid for two years," Dr. Nhan commented.

Regarding the handling of the situation, a representative from Ho Chi Minh City University of Industry stated that they will continue to accept IELTS certificates through the early admission method as announced by the university, and the processing will await guidance from the Ministry of Education and Training.

Similarly, Master Tran Le Trong Phuc, Deputy Head of the Training Department at Ho Chi Minh City Open University, also stated that the university is currently accepting early admission applications. Method 2 prioritizes high school students with excellent academic performance, giving priority to candidates with valid international language certificates (within two years), including IELTS scores of 6.0-6.5 or higher depending on the major. Method 3 prioritizes high school academic results with foreign language certificates ranging from 5.5-6.0 depending on the major.

"The school announced that it would accept applications for these admission methods from April 15th to June 31st. Currently, the school will continue to accept applications as usual, awaiting guidance from the Ministry of Education and Training to announce the admission results early at the end of June," said Master Phuc.

Meanwhile, this morning, May 9th, IDP Vietnam officially responded to the controversy surrounding the illegal issuance of 56,230 IELTS certificates in 2022. The announcement was posted on its official fanpage and website, less than a day after the Ministry of Education and Training's Inspectorate concluded that the organization had illegally conducted exams and issued certificates in over 30 provinces and cities across Vietnam.

According to IDP, the validity of IELTS certificates in 2022 is attracting considerable attention from test-takers. Regarding this issue, IDP affirms: "Certificates issued during this period are still recognized by over 12,000 organizations worldwide ."
