How to look up a property identification code

VTV.vn - From March 1st this year, when Government Decree 357 officially comes into effect, each house and each plot of land will be assigned a unique electronic identification code.

Here are 5 steps to look up a property using its unique identifier:

Step 1: Select a search channel

You can do this in two ways: Firstly, you can search online through the National Public Service Portal or through the Housing and Real Estate Market Information and Database System managed by the Ministry of Construction ;

Secondly, you can submit your request directly at a local one-stop service center such as the Department of Construction or the Land Registration Office.

Step 2: Submit a request for data access rights.

According to current guidelines, citizens need to submit a request form for access to information. This can be done online or in person, and they must pay the required access fees.

Step 3: Obtain electronic data access permissions.

After the application is received, the competent authority will review it and grant electronic access to the data. The maximum processing time is 7 days.

Step 4: Perform a search on the system.

Once you have access, you can search in two ways: Firstly, by directly entering the property identifier if it is already available;

Secondly, you can search using related information such as land parcel code, project code, construction code, location code, or address in cases where the code is unknown.

Step 5: Read the information displayed after the lookup.

Upon successful search, the system will display basic property information such as: location, area, property type, legal status, planning information, and recorded transaction changes such as buying, selling, transferring, and mortgaging.

A single code contains an entire "digital record" of a property. This includes information on its origin, land characteristics, legal status, and even details related to planning or projects. With this centralized information, the policy aims to create a more transparent market. Citizens, investors, and organizations like banks can access official property information directly instead of having to cross-reference numerous different documents.

With clearer information, some of the market scenarios that have occurred in the past, such as ambiguity, speculative price manipulation, or speculative land bubbles, are expected to be less prevalent. Another objective mentioned when implementing real estate identification codes is to reduce the risk of document fraud in transactions.
