Accordingly, the ceremony was attended by Mr. Le Thanh Long, Minister of Justice ; Mr. Do Trong Hung, Secretary of the Thanh Hoa Provincial Party Committee, along with leaders of the Thanh Hoa Provincial Party Committee, People's Committee, and People's Council, as well as leaders of provincial departments and agencies and Sam Son City.

Construction of the Sam Son City Party Committee, People's Council, People's Committee, Fatherland Front Committee, and other organizations' headquarters began on December 15, 2021. The project comprises three buildings: a seven-story office building with a ground floor, an auditorium with a capacity of over 400 seats, a canteen with over 200 seats, and supporting infrastructure, including exterior landscaping. All facilities are being developed comprehensively to ensure compliance with current technical standards, ventilation, lighting, and fire safety regulations.

The building is designed with functional areas to fully meet the needs of working, conferences, and seminars for officials, civil servants, and employees of the City Party Committee, People's Council, People's Committee, Fatherland Front Committee, and other city organizations, both currently and in the future. After two years of construction, the project has been completed on schedule.

According to the People's Committee of Sam Son City, with the desire to become a smart tourist city, the project was designed from the outset to create a focal point in terms of urban space and architecture, thereby improving the quality and efficiency of services for the people and businesses. This also fulfills the aspirations of generations of leaders, party members, and the people of the city throughout history for a spacious and modern office building befitting a coastal tourist city.

"The completed project has created a highlight in terms of space and architecture for the city's urban landscape. This, in turn, lays the groundwork for the city's administrative apparatus to function and serve the people better."

"At the same time, the completion and commissioning of the project is also a milestone for the innovation and development of Sam Son City, creating a foundation for the goal of striving to become a smart tourist city in the future," said Mr. Le Van Tu, Chairman of the People's Committee of Sam Son City.

Additionally, on the morning of January 27th, the delegates also commenced the construction of Phase 2 of the South Song Ma Boulevard Project, a 1.9km route connecting the coastal road to the "Road of Memories" junction. This is one of the projects funded under the special mechanism of Resolution No. 7 of the Provincial Party Committee and Resolution No. 298 of the Provincial People's Council on the construction and development of Sam Son City until 2030, with a vision to 2045.

The project's implementation is significant in contributing to the gradual modernization of infrastructure and opening up new opportunities for the city's development. Sam Son City has chosen to register this as a key project to celebrate the 20th Thanh Hoa Provincial Party Congress, term 2025-2030.
