Nine months after its merger with Binh Phuoc province, the Dong Nai Provincial People's Committee's announcement of the decision to approve the adjustment of the provincial planning for the period 2021-2030, with a vision to 2050, is the most anticipated event by the people, the business community, and investors. On social media forums, many comments have shown particular interest in this issue. People inside and outside the province, experts, strategists, officials, party members, and all segments of the population are interested in studying it. This is understandable, because after the merger, the population size, area, and strategic vision are different. The merged Dong Nai province has become one of the top provinces nationwide in terms of economic scale, area, and population. The role and position of the new Dong Nai province are different, requiring a change in thinking and strategic vision to adapt to the times and to the role and responsibility of one of the leading economic engines in the Southern region. That is a matter of great importance to the nation and its people, while for our part, it is the goal of maintaining double-digit economic growth and striving to become a centrally-governed city by 2030, as set forth in the Resolution of the First Provincial Party Congress, term 2025-2030.
With its new space, new position, and new strength, what people and investors are interested in is the strategy and new development direction of the province. And the recently announced provincial plan has met the requirements and demands of reality. The plan is considered a historic master plan, clearly establishing a strategic roadmap to transform the "industrial capital" of the Southeast region into a dynamic economic center and an important driving force for national development.
People are interested in what each area should develop, what the key economic sectors should be, the province's development views and goals for each stage and region, and the development process... All of that is included in the provincial planning.
It is often said that planning is the "father" of investment plans. Previously, in some regions and at certain times, fragmented, overlapping, and disorganized planning among different sectors and localities hindered investment attraction and development linkages. This provincial planning has overcome that, blurring boundaries and creating uniformity and consistency between zoning plans, land use plans, and sectoral plans. This further enhances transparency in attracting investment. Because when the "picture" of the future is clearly drawn in legal documents, economic corporations and strategic investors will feel more confident in investing. They will know where the high-tech industrial development zones are, where the ecological urban areas are, and where the vital logistics infrastructure is located…
The Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, has opened an unprecedented "door of opportunity." The remaining challenge is the commitment of the entire political system, the business community, and the people to transform these aspirations and strategic vision into a vibrant reality.
