(Quang Ngai Newspaper)- Binh Thuan commune (Binh Son) has an area of ​​about 18,7km2, but there are 17 long-term investment projects. People in the project area want the authorities and functional agencies to soon have solutions to speed up the construction progress or stop the investment, if not continue to do so, to ensure the legitimate interests of the people.

Inadequacies in land acquisition

Many people in the project area of ​​Binh Long - Dung Quat port project reflected that, in 2007, the Provincial People's Committee approved the compensation and resettlement plan for this project, with a total area of ​​15,4 hectares. divided into two phases). Phase 2 has implemented and completed compensation and site clearance (GPMB) in 1. As for phase 2010, the ground is related to map sheets No. 2, 1, 2, 3 and the extension. (map sheet no.4), the Provincial People's Committee has announced to stop, not yet implemented.

However, Dung Quat Land Fund Development Center (now merged into Binh Son District Land Fund Development Center) still pays most of the compensation to households. In 2011, the Provincial People's Committee directed the Dung Quat Land Fund Development Center to coordinate with Binh Thuan Commune to work with households to finalize the compensation and make deductions when there is a new project. However, over the past 12 years, phase 2 has not been implemented and there are currently no new projects deployed on this area.

Similarly, the project of Building a working office and goods inspection yard at Dung Quat Port Customs Sub-Department, implemented by the Provincial Customs Department since 2011. The approved project has total area of ​​8,79ha, there are 18 households to be resettled, with the total number of resettlement lots is 22. When clearing land, there are 3 households who disagree with the calculation of land compensation, even though the compensation plan has been approved and 3 This household also has a decision to acquire land. This problem has been solved many times but to no avail. Therefore, the Provincial Customs Department has implemented construction on the area that has been cleared, and the area of ​​these 3 households is left (about 1,11ha). When the head office was built, in 2021, the Provincial People's Committee issued a decision to allocate land to the Provincial Customs Department, in which only the cleared area was recorded as 7,68ha. 

As for the land area of ​​1,11ha of 3 households, although the province has not been assigned to the provincial Customs Department nor to any other project, that is, it is no longer located in any project area, but Dung Quat Economic Zone Management Board and Provincial IPs have not yet carried out the "return" procedures for the people, causing them to suffer a lot of disadvantages.

At the meeting with voters in Binh Thuan commune on May 8, Deputy Head of the Management Board of Dung Quat Economic Zone and Provincial Industrial Parks Nguyen Pham Trong Nghia said that he would direct specialized agencies under the Management Board to review and consider each cases and propose solutions to remove and remove the land area that has not yet had a plan to recover, creating favorable conditions for people to live with peace of mind.

Difficulties for people 

In 2012, the Provincial People's Committee approved the plan for compensation, land recovery and resettlement of Dung Quat Bio-Ethanol Biofuel Factory. Accordingly, there are 15 households to be relocated with 19 resettlement allowances. However, because the resettlement arrangement is not timely, so far, 10 households have not received resettlement land. 

The land area located in the project area Bio-Ethanol Dung Quat Biofuel Factory has now stopped implementation, but the decision on land acquisition has not been canceled for people.

According to the report of Binh Son District People's Committee, "at this time, the Biofuel Production Plant - Ethanol Dung Quat encountered a problem, stopped production and handed over procedures to the Vietnam Oil and Gas Group. Therefore, the investor makes the final settlement of the project, so there is no more funding to pay the outstanding compensation to the people." Reflecting on these difficulties, Ms. Nguyen Thi Lan, from Dong Lo village, Binh Thuan commune, said that people have held all the documents in their hands, waiting to receive compensation but have not seen payment for more than 10 years. The People's Committee of Binh Son district should petition the province to consider canceling the decision on land acquisition to ensure the rights of the people.

This situation also happened at the project of 1km branch line to the oil pipeline, part of the project II section of Binh Long - Dung Quat port deployed in 2008. The project has 50 affected households and individuals. , of which 9 households are subject to resettlement. The compensation and resettlement work is progressing smoothly. On July 22, 7, the Project Management Board of the Binh Long - Dung Quat Port section under the Management Board of Dung Quat Economic Zone and Provincial Industrial Parks issued a notice about the suspension. pay compensation and propose project settlement.

Then, in 2016, the Provincial People's Committee issued a notice on land acquisition and approved the plan for compensation and clearance of trunk roads to the East Dung Quat Industrial Park, including route 7 (formerly the 1km route mentioned above). . On that basis, the Center for Land Fund Development of Binh Son District conducts an inventory of assets and land. However, on June 1, 6, the Management Board of Dung Quat Economic Zone and the Provincial Industrial Parks sent a written request to the People's Committee of Binh Son District not to issue a decision on land recovery because the competent authority did not arrange business for the project. fees to continue investing in the trunk road project in the eastern Dung Quat Industrial Park; request the district to consider canceling the notice of land recovery of the people. However, currently, Binh Son District People's Committee has not issued a document to cancel the notice of land acquisition for these households. According to Vice Chairman of Binh Son District People's Committee Ngo Van Dung, the district is reviewing each case to cancel the notice of land acquisition as soon as possible for the above-mentioned households.

Leveling the ground but not compensated yet 

People in Binh Thuan commune reflected that the project of Tri Binh route - Dung Quat port (extension before Binh Son service area) has not yet been compensated, but the investor is the Management Board of Dung Quat EZ and provincial industrial zones. voluntarily leveled the ground.

Confirming this incident, Vice Chairman of Binh Son District People's Committee Ngo Van Dung said that at the project site of Tri Binh Road - Dung Quat Port, Binh Son District People's Committee issued a decision on land recovery phase 1 with an area of 5.474m2; the remaining area is 3.365m2 (including 5 plots). Up to now, the Management Board of Dung Quat EZ and provincial industrial zones have not asked the District People's Committee to issue a decision on land recovery and compensation and support for households including Le Thi Step, Nguyen Phuoc Thanh, Nguyen Van Xuan and Nguyen. Pen but has leveled on the land of these households.

At the meeting between Binh Thuan Commune People's Committee and Dung Quat Construction Investment Project Management Board (under the Management Board of Dung Quat Economic Zone and Provincial Industrial Parks) on December 16, 12, this Project Management Board committed to: complete procedures for land acquisition, compensation and support payments to 2021 households by May 4 at the latest. However, to date this commitment has not been fulfilled.
