The Central Inspection Commission has issued Guidance No. 15-HD/UBKTTW amending and supplementing Guidance No. 05-HD/UBKTTW, dated November 22, 2022, of the Central Inspection Commission on the implementation of some provisions in Regulation No. 69-QD/TW, dated July 6, 2022, of the Politburo on disciplinary action against violating Party organizations and members (hereinafter referred to as Guidance No. 15-HD/UBKTTW). According to the new guidance from the Central Inspection Commission, points 8.1 and 8.2 of section III in Guidance No. 05 have been omitted. These points stipulated the consideration and handling of disciplinary actions for violations of population policy, including having a third child. The new guidelines also add point 8.3, which states: "No action will be taken regarding the act stipulated in Clause 2, Article 1 of Ordinance No. 08/2008/PL-UBTVQH12 dated December 27, 2008, amending Article 10 of the 2003 Population Ordinance, 'Having one or two children, except in special cases as prescribed by the Government'." With this change, from March 20th, Party members having a third child will no longer be subject to disciplinary action. Having a third child is also no longer a violation subject to Party disciplinary action. Having already had two daughters, my wife and I will be determined to have another one.
Ms. Mo, the chairperson of the agency's trade union and a Party member who has two children of the same gender, commented: "I believe that the decision not to discipline Party members who have a third child or more is correct, appropriate, and based on practical experience in the country and international experience. However, having many children should not be pursued solely for the purpose of having more sons or daughters to 'have both boys and girls,' as this will affect reproductive health, population quality, and the living conditions of each family."
After listening to Ms. Mo's scientifically and practically-founded analysis, Ms. Hang expressed her agreement: Whether you have many or few children, boys or girls, is not as important as the health of each couple. Especially, according to doctors' recommendations, for women over 40 like me, having children can be dangerous for both their own health and the child's. Therefore, I decided to stop at two children to raise them well.
In recent days, especially since the Central Inspection Commission issued Guidance No. 15-HD/UBKTTW, many cadres and Party members who wish to have a third child have shown great interest. Previously, Party members who violated the population policy and family planning regulations could be disciplined with expulsion from the Party, warnings, or reprimands, which affected the emulation of the collective and the individual Party member. Now, the removal of disciplinary regulations for Party members having a third child or more is a policy that many cadres and Party members have been waiting for, allowing them to decide for themselves the number of children they have. This regulation aims to maintain a stable replacement fertility rate, contributing to increasing the birth rate in the face of the current low birth rate nationwide. However, couples need to follow the recommendations of the health sector to ensure the health of mothers and children, and to ensure other conditions for the children to be well cared for and nurtured.
