According to the Ministry of Construction , the expansion of the Phap Van - Cau Gie expressway aims to meet transportation needs, reduce traffic congestion, promote socio-economic development in the region, and gradually complete the road network plan for the period 2021-2030, with a vision to 2050, which has been approved by the Prime Minister.
The Phap Van - Cau Gie Expressway is approximately 29km long, starting at Km 182+300 (Phap Van interchange) and ending at Km 211+256 (Dai Xuyen interchange). It has a 33.5m wide cross-section with 6 lanes for motor vehicles. Toll collection for Phase 1 began in October 2013, while Phase 2 commenced operation on July 5, 2019.
On March 7th, Phuong Thanh Investment and Construction Joint Stock Company sent a document to the Ministry of Construction proposing to expand the Phap Van - Cau Gie expressway to 10-12 lanes using the PPP (Public-Private Partnership) method.
This company points out that the current traffic volume on the Phap Van - Cau Gie route is very high; last year alone, the average number of passenger cars (equivalent to 85,000 cars per day and night in both directions) was approximately 85,000 cars per day and night - nearly double the design capacity of about 55,400 cars per day and night.

Therefore, expanding the Phap Van - Cau Gie expressway to 10-12 lanes is absolutely necessary and in line with the road network plan for the period 2021-2030, with a vision to 2050.
The company also proposed three options for expanding the expressway:
Option 1 involves expanding from the Phap Van intersection to the Phu Thu intersection. To minimize land acquisition and reduce the impact on residents along the route, the expanded section will be located on an elevated bridge running along the route, with the elevated bridge section situated in the strip of land between the expressway and the service road.
Option 2 involves expanding from the Phap Van interchange to the Dai Xuyen interchange. Under this option, the expanded section of the road will be situated on an elevated bridge running along the route, with the elevated bridge section located in the strip of land between the expressway and the service road.
Option 3 involves expanding the road from the Phap Van intersection to the Dai Xuyen intersection. Specifically, the section from the Phap Van intersection to the Khe Hoi intersection, which passes through many residential areas, is proposed to be constructed as an elevated bridge along the route to minimize land acquisition and reduce the impact on the lives of people living along the road.
