The decree stipulates that the evaluation criteria for civil servants must conform to the regulations of the relevant ministry or sector regarding professional standards (if any) and the working regime of the sector, sector, or locality.
The evaluation and ranking of the quality of public service units and public employees must be subject to inspection and supervision, accurately reflecting the actual level of task performance and aligning with assigned functions and responsibilities.

The general criteria framework is scored up to a maximum of 30 points (on a 100-point scale), including criteria on adherence to the Party's guidelines and policies, and the State's laws and regulations; the effectiveness of organizational and personnel management according to job positions; and the results of implementing administrative reform solutions and applying information technology, etc.
The criteria framework for task performance evaluation is scored out of a maximum of 70 points (on a 100-point scale), including criteria on the results of performing assigned functions and tasks; criteria on product and service quality; criteria on the efficient use of resources; and criteria on innovation and development.

Quality rating of public non-profit organizations
The decree stipulates that an "excellent" performance rating must be 90 points or higher, and must also meet the following conditions: completing 100% of assigned tasks on time, ensuring quality and efficiency; and at least 30% of tasks exceeding the required standards.
In addition, the following conditions must be met: no constituent unit has been rated as failing to complete its tasks; and all limitations and shortcomings identified in the previous evaluation or from the conclusions of inspections and audits by competent authorities (if any) have been rectified.
A good performance rating requires a score between 70 and under 90 points, along with completing 100% of assigned tasks on time, ensuring quality and efficiency.
Meanwhile, the task completion rate ranges from 50 to under 70 points, while simultaneously completing 100% of assigned tasks, with the number of tasks not meeting deadlines not exceeding 20%.
Failure to complete assigned tasks is defined as having a total evaluation score below 50 points, or being found by competent authorities to have committed violations in personnel management, internal disunity, factionalism, seeking positions or power through illicit means; or completing less than 70% of assigned tasks according to the annual program and plan…
Quality rating of civil servants
For civil servants, the rating for "excellent performance" must be 90 points or higher.
Successfully completed the task: Scored between 70 and under 90 points.
Task completed: Achieved a score between 50 and under 70 points.
Failure to complete tasks falls under one of the following cases: having a monitoring and evaluation score below 50 points for the year; being concluded by the competent authority to have signs of ideological, political , moral, or lifestyle degradation; having committed violations related to task performance that resulted in disciplinary action ranging from reprimand upwards during the evaluation year…
The proportion of civil servants rated "Outstanding Performance" shall not exceed 20% of the total number of civil servants rated "Good Performance" within the same agency or unit and within each group of civil servants with similar duties.
The decree will take effect from July 1, 2026.
