
This is a strategic policy aimed at creating a foundation for developing local human resources, contributing to maintaining border security and promoting sustainable socio-economic development.
Immediately after the Politburo 's conclusion on the policy of investing in the construction of boarding schools for primary and secondary levels in border communes, the Lai Chau Provincial People's Committee promptly organized a review and proposed a list and investment plan for the construction of 11 schools in 11 border communes of the province. Simultaneously, the province directed relevant departments and agencies, as well as the People's Committees of the communes, to intensify propaganda and mobilization efforts among the people, especially households with land within the planned school construction areas, to understand the significance and importance of the policy; thereby creating high consensus in the project implementation, particularly in land clearance.
Among the projects, Phong Tho Primary and Secondary Boarding School was the first to be started. The project has a total investment of 250 billion VND, funded by the Vietnam National Energy and Industry Corporation and other legal sources. The project is implemented on a planned area of approximately 5 hectares, providing a complete and integrated school with all necessary facilities: an administrative building, 30 classrooms, subject-specific classrooms, a boarding area, 3 kitchens, a dining hall, a recreation area, a playground and sports facilities, a teacher's staff quarters, a multi-purpose hall, a swimming pool, and other supporting facilities and equipment.
Construction began on August 19, 2025, and the project has now reached approximately 50% completion. Mr. Duong Van Thinh, Team Leader of the Construction Team at Lai Chau Province No. 6 Trading and Construction Company Limited, stated: “We have mobilized a large number of workers, working overtime and extra shifts, regardless of the weather, with the highest sense of responsibility to accelerate progress and ensure the quality of the project; we expect to complete and inaugurate it before August 30, 2026.”
Along with Phong Tho commune, the projects for multi-level boarding schools in Pa Tan, Bum Nua, Hua Bum, and Dao San communes are also being accelerated. From initial concerns and even skepticism, people in the border region have gradually placed their full trust in the projects as they witness their construction progressing day by day. Mr. Tao A Hoa, from Nam O village, Pa Tan commune, said: “We are all happy to see the land being leveled and the buildings being constructed with concrete foundations and pillars. Soon, our children will have a better place to live and study.”
According to statistics, by January 31, 2026, all 11 border communes in Lai Chau province have completed the selection of locations for the construction of multi-level boarding schools. Of these, 5 schools will begin construction in 2025 and are expected to be completed and put into use before August 30, 2026; the remaining 6 schools in the communes of Mu Ca, Thu Lum, Pa U, Si Lo Lau, Khong Lao, and Sin Suoi Ho are expected to begin construction in 2026 and be completed in 2027. Upon completion of all 11 schools, the school system in the border communes will be reorganized to be more streamlined, reducing the number of primary and secondary schools from 49 to 11 multi-level boarding schools, meeting the educational needs of tens of thousands of students in border areas.
Mr. Tong Thanh Hai, Vice Chairman of the People's Committee of Lai Chau province, said: The construction of schools in border communes has been implemented synchronously and uniformly with close coordination of various sectors and levels. The survey, planning, and site selection stages have been carried out systematically and scientifically; the propaganda and mobilization efforts have been effective, creating high consensus among the people. To date, the implementation has basically ensured that it is on track with the set direction, progress, and objectives.
For projects that have not yet commenced construction, Lai Chau province requires investors to urgently complete feasibility study reports and submit them for appraisal and approval according to regulations. Simultaneously, it directs localities to continue reviewing and agreeing on construction sites that conform to land use planning and construction planning as a basis for surveying and land clearance. Land acquisition, land use conversion, compensation, and resettlement support are carried out in accordance with regulations, ensuring the overall progress of the project. In addition, border communes continue to strengthen communication and direct dialogue with the people, clarifying the long-term significance and benefits of school construction for their children and the development of the locality; promptly resolving difficulties and obstacles that arise, ensuring close coordination between departments, agencies, and local authorities.
The emergence of multi-level boarding schools in border areas symbolizes the trust, care, and deep investment of the Party and State in ethnic minority and mountainous regions. From this foundation, the dreams of education for students in the border areas of Lai Chau are being nurtured, opening up a sustainable future for this frontier land of the Fatherland.
