At the regular press conference for the second quarter of 2024, Mr. Vu Ngoc Anh, Director of the Department of Science , Technology and Environment, stated that the concept of "mini-apartment buildings" is not defined in any legal or technical documents.

Residential buildings constructed on residential land must comply with the system of technical standards and regulations for construction when preparing the necessary documentation.

Temporary solutions to prevent fires in mini-apartments can only address the issue shown in Figure 1.

According to Mr. Vu Ngoc Anh, following the fire at the multi-story apartment building in Khuong Ha ward, Thanh Xuan district, state management agencies have reviewed buildings of this type and found that many buildings were constructed without fully complying with technical standards and regulations on construction.

To address this issue, the Ministry of Construction has coordinated with the Ministry of Public Security and the fire fighting force to provide guidance on some basic fire safety solutions for people and existing buildings that do not meet fire safety requirements, such as escape routes, fire spread prevention, and fire alarm systems.

"For existing multi-story residential buildings with many apartments, based on the actual situation, this document can be used to renovate and supplement technical solutions for fire safety," said Mr. Vu Ngoc Anh.

However, these are only supplementary solutions to address fire safety conditions that do not comply with technical standards and regulations; therefore, they cannot guarantee fire safety as effectively as newly constructed buildings that fully comply with technical standards and regulations.

For multi-story residential buildings with 7 or more floors, or with a fire safety height of 25 meters or more, the scope of QCVN 06:2022/BXD and Amendment 1:2023 QCVN 06:2022/BXD, jointly compiled by the Ministry of Construction and the Ministry of Public Security, will apply.

For multi-story residential buildings with fewer than 7 floors or fire safety heights under 25m, the Vietnamese National Standard (TCVN) for Single-family Housing, General Design Requirements, jointly compiled by the Ministry of Construction and the Ministry of Public Security, falls under the scope of regulation. This TCVN has now been submitted to the Ministry of Science and Technology for appraisal and promulgation.
