“Can only be overcome”

According to Mr. Vu Ngoc Anh, after the fire at a multi-storey apartment building in Khuong Ha ward, Thanh Xuan district, state management agencies reviewed constructions of this type and determined that many constructions were not built in full compliance with construction standards and technical regulations.

To solve this problem, the Ministry of Construction has coordinated with the Ministry of Public Security and the fire prevention and fighting force to provide guidance on some basic solutions on fire safety for people and existing structures that do not ensure fire safety conditions such as escape routes, fire prevention, and fire alarms.

“For existing multi-storey and multi-apartment buildings, based on practical situations, this document can be used to renovate and supplement technical solutions on fire safety,” said Mr. Vu Ngoc Anh.

However, these are only supplementary solutions to overcome fire safety conditions that do not comply with technical standards and regulations, so they cannot ensure fire safety like new construction projects that fully comply with technical standards and regulations.

For multi-storey residential buildings with many apartments with a scale of 7 floors or more, or with a fire protection height of 25m or more, they will be subject to the scope of QCVN 06:2022/BXD together with Amendment 1:2023 QCVN 06:2022/BXD jointly compiled by the Ministry of Construction and the Ministry of Public Security.

For multi-storey residential buildings with many apartments with a scale of less than 7 floors or with a fire protection height of less than 25m, which are subject to the regulation of TCVN for individual housing, the general design requirements are jointly compiled by the Ministry of Construction and the Ministry of Public Security. This TCVN has been submitted to the Ministry of Science and Technology for appraisal and promulgation.
