
To ensure thorough preparation and necessary conditions for the people to celebrate the New Year 2026 and enjoy the Lunar New Year of the Horse, the Prime Minister assigned the Ministry of Industry and Trade to closely monitor the market situation and direct localities and units to prepare sufficient essential goods, preventing shortages and disruptions in supply that could lead to unreasonable price increases.
In addition, vigorously implement market stabilization programs, connect supply and demand, bring Vietnamese goods to rural areas, industrial zones, and remote areas; ensure the supply of gasoline, diesel, and electricity for the production and business activities of enterprises and the daily lives of people, absolutely preventing any shortages under any circumstances.
The Ministry of Finance is in charge of directing the Vietnam Social Insurance to effectively handle and disburse social insurance, unemployment insurance, and health insurance benefits, ensuring they are paid fully and promptly; and to combine the payment of two months' pension and social insurance benefits (February and March) into the February payment period, in order to create favorable conditions for beneficiaries to enjoy the Lunar New Year.
In addition, it is important to promptly distribute national reserves to the right recipients, ensuring social welfare, especially in areas affected by natural disasters, storms, and floods... to prevent people from going hungry during the Lunar New Year and the lean season.

The Ministry of Agriculture and Environment is responsible for ensuring a balance between supply and demand for food items, especially essential food products; promptly regulating supply and demand to meet domestic needs, between regions and localities, and for export purposes to stabilize market prices; effectively managing the flow of goods through border gates, absolutely preventing goods congestion due to subjective factors, and promptly and effectively resolving issues caused by objective factors.
The Ministry of Culture, Sports and Tourism is in charge of organizing diverse and unique art programs that are in line with local customs and traditions, preserving traditional values, and serving the people to celebrate Tet (Lunar New Year) in a joyful, safe, economical, and effective manner, in accordance with the economic conditions of each locality; strengthening state management of festivals and tourism; requiring businesses to publicly display prices and absolutely not raising or overcharging tourists.
The People's Committees of provinces and cities should proactively plan to ensure sufficient transportation for people and overseas Vietnamese returning home for Tet. Local authorities should base their decisions on the actual situation, capabilities, and conditions to organize fireworks displays during the Lunar New Year, creating an atmosphere of unity, joy, and excitement among the people, while ensuring economy, absolute safety, and compliance with regulations; and monitor and urge businesses to pay full salaries and Tet bonuses to their employees...
Agencies and units must instruct their officials and employees to strictly adhere to the rule of not organizing visits or New Year greetings to superiors and leaders at all levels; strictly prohibit the use of public funds to give or receive New Year gifts to leaders at all levels in any form; and not use state budget, vehicles, or public assets illegally for festival and entertainment activities.
Immediately after the Lunar New Year holiday, agencies and units must promptly focus on implementing their work, ensuring there are no bottlenecks or disruptions to administrative procedures for citizens and businesses; they should not organize meals or New Year greetings during working hours, but instead focus on the work within their assigned authority and responsibility...
