Comprehensive economic development

During the 2015-2020 term, the Party Committee, government, and people of Vinh Bao district achieved outstanding results, successfully exceeding 11 out of 17 targets set by the 25th District Party Congress.

In particular, the district's economy has developed comprehensively, with a high growth rate and a rapid shift in economic structure towards increasing the proportion of industry and services; total state budget revenue increased by an average of 13.5%, of which regular revenue in the district increased by 20.88%.

Average income in 2020 was estimated at 52.6 million VND/person/year, an increase of 1.72 times compared to 2015, exceeding the target set in the congress resolution by 5.2%. Infrastructure has received significant investment from the central government and the city, resulting in breakthrough developments, especially in transportation and new rural infrastructure. This has fundamentally transformed the socio-economic infrastructure of the district, creating favorable conditions for socio-economic development and attracting investment in the next phase.

Furthermore, during this period, national security and defense were ensured, political security and social order were maintained in the area, no hotspots occurred, and this contributed positively to the socio-economic development of the district. The quality of education and training, and the construction of schools meeting national standards, saw positive changes. Social welfare policies and the material and spiritual lives of the people were improved.

In particular, during the past term, the Standing Committee of the District Party Committee has decisively reformed its leadership, direction, and management methods; promptly developed action programs and plans to implement resolutions, directives, conclusions, and regulations of the Party, closely adhering to the content and ensuring they are consistent with the practical situation of the district, in order to strengthen democracy, gather the strength of national unity to participate in building a stronger and more effective Party and government.

Building on the achievements already made, during the 2020-2025 term, Vinh Bao district has identified the need to focus on comprehensively and synchronously developing the district's potential and advantages, mobilizing investment resources; developing industry, urban construction, and a synchronous and modern transportation infrastructure as a breakthrough.

Simultaneously, the restructuring of the agricultural sector will be promoted towards concentrated commodity production, high-tech, safe, and economically valuable agriculture; the material and spiritual lives of the people will be improved; social order and safety will be ensured, national defense and security will be maintained; the Party and political system will be built and rectified to be clean, strong, streamlined, effective, and efficient; national unity will be strengthened; and a solid foundation will be created to strive to achieve the status of a model new rural district by 2025.

Some key targets for the 2020-2025 term include: average annual growth in production value over 5 years (2020-2025) reaching 19.5%-20.5%; economic structure by 2025 (calculated by production value): agriculture-fisheries 10-12%, industry-construction 60-62%, trade-services 28-30%; state budget revenue in the district reaching 620 billion VND in 2025, with an average annual increase of 20.3%; average per capita income in the entire district reaching 170-180 million VND/person/year in 2025; annually, 20% of grassroots Party branches and committees will excellently complete their tasks, with no grassroots Party organizations failing to complete their tasks. During the period 2020-2025, recruit 800-1,000 new party members and establish 15-20 party organizations in non-state enterprises, cooperatives, and non-public service units…

Focus on attracting investment.

In the coming period, Vinh Bao district has oriented itself towards attracting businesses to invest, prioritizing infrastructure and production and business activities in industrial zones and clusters. Currently, the district has many operational industrial zones and clusters, and many more are under development, such as: Giang Bien Industrial Cluster, Giang Bien II Industrial Zone, Tran Duong-Hoa Binh Industrial Zone, etc.

With clear direction from the local authorities and a foundation of a comprehensively planned infrastructure system, from now until 2025, the district is determined to accelerate the shift in economic structure for synchronized development: industrial-commercial-service zones, and restructuring of the agricultural sector, focusing on the development of high-tech agriculture…

Currently, Vinh Bao district has attracted investment for production development in industrial zones, clusters, and sites such as: Giang Bien industrial cluster (50 hectares), Giang Bien 2 industrial zone (350 hectares); Vinh Quang industrial, urban, and service zone; An Hoa industrial zone (200 hectares); Dung Tien - Giang Bien industrial cluster (50 hectares)...

Strengthening investment attraction for 2 high-tech agricultural zones for vegetable production with an area of ​​approximately 500-600 hectares (in 6 communes: Dong Minh, Vinh Quang, Hung Nhan, Thanh Luong, Tran Duong, Vinh Tien), and 2 high-tech zones for ornamental flower and plant production with an area of ​​120 hectares (in 3 communes: Hung Tien, Vinh Long and Hiep Hoa)...

The socio-economic landscape of Vinh Bao is clearly changing day by day thanks to the clear decisions, directions, and policies from the local government. These correct and appropriate policies will create a strong impetus for Vinh Bao's economic development in the coming time and help the district achieve the goals set forth in the Resolution of the 26th District Party Congress.

On April 18, 2023, Deputy Prime Minister Tran Luu Quang signed Decision 402/QD-TTg recognizing Vinh Bao district as having met the standards for new rural areas in 2022.

According to the Decision, the People's Committee of Hai Phong City is responsible for announcing and awarding commendations as prescribed; directing the People's Committee of Vinh Bao District to continue maintaining and improving the quality of the criteria, focusing on production and environmental criteria to ensure sustainability in building new rural areas.

After achieving the status of a New Rural District according to the 2021-2025 criteria, Vinh Bao District is focusing on building model new rural communes. Specifically, the district is concentrating resources on accelerating land clearance and urging construction units to ensure the progress and quality of projects under the model new rural development projects for the 2022-2023 period in seven communes: Nhan Hoa, Tan Hung, Hiep Hoa, Vinh Long, Lien Am, Ly Hoc, and Vinh Phong.

At the same time, the district is reviewing the criteria for model new rural areas in the remaining communes, developing a specific roadmap, and proposing it to the city, striving to ensure that by the end of 2025, all 29/29 communes in the district will have achieved the model new rural area status.
