Session 2: "The Industry and Trade Sector Combating Waste and Removing Bottlenecks for Breakthroughs in the New Era," focusing on exchanging and discussing the identification of waste, sharing practical experiences, both domestic and international, on waste prevention and control; and proposing solutions to combat waste and unlock resources.
As a multi-sectoral economic ministry, the Party Committee, leaders, and officials of the Ministry of Industry and Trade not only closely follow and comply with the Central Committee's directives on economic development but also deeply understand the viewpoints of Marxism-Leninism, Ho Chi Minh Thought; the Party's guidelines and policies, and the State's laws and regulations on thrift and waste prevention. At the same time, they consider this a regular, continuous, and extremely important task of the ministry to improve the effectiveness and efficiency of leadership and management, contributing to creating resources for socio-economic development.
Every year, the Ministry of Industry and Trade issues and effectively implements the Program for Practicing Thrift and Combating Waste. This includes directing units within the ministry and enterprises in the industry to thoroughly understand and implement the program, while also promoting communication to raise awareness among officials, civil servants, and employees regarding thrift and waste prevention.
According to the Program for Practicing Thrift and Combating Wastefulness for the period 2021-2025, the Ministry of Industry and Trade requires strengthening the sense of responsibility for practicing thrift and combating wastefulness in corporations, companies, administrative and public service units, and among officials and employees under the Ministry; clearly defining the responsibility of the head of each unit in practicing thrift and combating wastefulness; strictly handling acts that cause losses and wastefulness; and using this as a basis for evaluating the performance of units, individuals, officials, and employees. As a result, many positive outcomes have been achieved.
In particular, in 2024, under the close and decisive direction of the Government and the Prime Minister, and with the timely and effective coordination of central ministries, agencies, and localities, the Ministry of Industry and Trade proactively and effectively implemented comprehensive solutions according to its assigned functions and tasks, achieving many positive and comprehensive results in all aspects of its work, making important contributions to the overall achievements of the country, helping to combat waste and unlock resources for development.
In 2024, the Ministry also proactively and decisively streamlined its apparatus in line with the spirit of the review of Resolution 18, proposing to reduce nearly 18% of the units under the Ministry and streamline its operational structure from within.
Despite achieving initial results, the Ministry of Industry and Trade has determined that it must continue to promote thrift and combat waste. Through organizing this Forum, the Ministry of Industry and Trade hopes to contribute to the thorough understanding and dissemination of General Secretary To Lam's strong and innovative directives and messages on combating waste; and at the same time, help the Ministry of Industry and Trade in particular, and other ministries, sectors, and localities in general, to further improve mechanisms and policies, enhance the effectiveness of waste prevention and control, and contribute to achieving socio-economic development goals in the coming period.
