Proactively combating the epidemic.

In 2025, despite the complex developments of various diseases, the health sector of Dong Nai province implemented a comprehensive range of solutions to control, detect, and promptly handle outbreaks, preventing them from spreading widely.

In 2026, the health sector of Dong Nai province clearly defined its strategy as "Prioritizing disease prevention, with preventive medicine and primary healthcare as the foundation" to protect people's health at the grassroots level, strengthen control of risk factors for non-communicable diseases, and reduce the long-term burden of disease.

Early and proactive prevention

According to Le Quang Trung, Deputy Director of the Dong Nai Provincial Department of Health: In 2025, some infectious diseases such as dengue fever, hand, foot and mouth disease, and measles recorded an increase in the number of cases compared to the previous year. However, the work of treatment referral, proactive prevention, and adequate preparation of medicines, chemicals, and medical supplies has contributed to minimizing the number of deaths and maintaining the stability of the disease situation in the area.

The Expanded Immunization Program continues to be implemented effectively. Most immunization targets for children have been met or exceeded. The measles vaccination rate reached over 96%, and the full immunization rate reached over 95%. Although the rotavirus vaccine rollout in Binh Phuoc province previously faced difficulties, it has achieved a remarkable coverage rate, demonstrating the efforts of the health sector in early prevention of dangerous infectious diseases in young children. From 2026, the rotavirus vaccine against acute diarrhea will be included in the Expanded Immunization Program on a province-wide scale, hopefully contributing to reducing the incidence and mortality rate of acute diarrhea in young children, and improving the effectiveness of child health care and protection from the early years of life.

Alongside the prevention of infectious diseases, the prevention of non-communicable diseases continues to be emphasized at the grassroots level. The system of commune and ward health stations and regional health centers has strengthened screening, early detection, management, and monitoring of diseases such as hypertension, diabetes, and cancer. Tens of thousands of patients are managed and treated stably in the community, contributing to reducing the burden on higher-level healthcare facilities.

"Key tasks that the health sector and localities need to urgently implement in the coming period include: building and managing electronic health records for people throughout their lives; investing synchronously in the commune health station system, gradually ensuring that each station has 4-5 doctors; increasing the rate of health insurance-covered medical examinations and treatments at the commune level; promoting comprehensive digital transformation in the health sector; and researching and proposing appropriate incentive policies for grassroots health workers."

Comrade Le Truong Son,
Member of the Standing Committee of the Provincial Party Committee,
The Vice Chairman of the Provincial People's Committee delivered a speech at the Conference on the Implementation of Tasks for 2026 of the Health Sector of Dong Nai Province.

Strengthening the grassroots healthcare system.

One of the outstanding achievements of Dong Nai province's health sector in 2025 is that 100% of commune health stations and clinics will have doctors working there, and nearly 90% of commune health stations will meet the requirements for medical examination and treatment under health insurance. This is an important step in improving the capacity of grassroots healthcare, creating conditions for people to access quality healthcare services right in their locality.

Alongside this, investment in grassroots healthcare infrastructure has been intensified. Many health centers and commune health stations have been newly built, renovated, and upgraded. Investment projects from central and local budgets have been implemented on schedule. The completion and commencement of important healthcare projects have contributed to improving working conditions for healthcare workers and enhancing the quality of service for the people.

From January 1, 2026, all commune health stations have been transferred from regional health centers to the management of the People's Committees of communes and wards.

Mr. Tran Hung, Vice Chairman of the People's Committee of Trang Dai Ward (Dong Nai Province), said: The commune health station, under the direct supervision of the People's Committee of the ward, facilitates timely and practical guidance and management by ward leaders, making inter-sectoral coordination and local resource mobilization easier. The experienced staff, knowledgeable about the local area and disease patterns, will contribute to improving the quality of healthcare for the people. Healthcare activities are effectively integrated with population, social welfare, and preventive health programs, aiming for universal healthcare from the grassroots level.

According to Nguyen Ngoc Phuong, Deputy Director of Phuoc Long Regional Health Center: After the commune health stations are transferred to the People's Committees of the communes and wards, the health center will continue to accompany and support them professionally, supply medicines, support the work of medical examination and treatment under health insurance, and coordinate promptly with relevant units to ensure the continuous operation of grassroots health care.

At the recent Conference on the Implementation of Tasks for 2026 of the Health Sector in Dong Nai Province, Mr. Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, requested that the health sector and local authorities focus on thoroughly understanding Resolution 72 of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health, and Action Plan No. 29 of the Dong Nai Provincial Party Committee issued on December 11, 2025. They should promptly concretize these into programs and action plans suitable to the local conditions. In particular, there needs to be a unified understanding and action based on three core orientations: a strong shift from treatment to prevention; using grassroots healthcare and preventive medicine as the foundation; and placing the people at the center of all health policies.

Regarding the transfer and operation of commune health stations after the transfer, the provincial leadership requested the Department of Health to play a core role, proactively coordinate, and periodically work with localities to promptly guide and support the resolution of difficulties and obstacles. Issues exceeding their authority must be promptly compiled and reported to the Provincial People's Committee for consideration and direction. In addition, all levels and sectors need to pay attention to understanding the thoughts and aspirations of the staff, doctors, and nurses, and promptly resolve or propose appropriate solutions to create consensus, stabilize morale, and ensure the effectiveness of the work.
