NDO – On the afternoon of September 16, the Ministry of Agriculture and Rural Development issued Official Dispatch No. 9/CD-BNN-DD requesting the People's Committees of coastal provinces and cities from Quang Ninh come Binh Thuan and relevant ministries and branches proactively respond to the tropical depression near the East Sea that may strengthen into a storm.

The dispatch stated: According to the bulletin of the National Center for Hydro-Meteorological Forecasting, a tropical depression is active in the sea east of Luzon Island (Philippines). At 13:16 p.m. on September 9, the center of the tropical depression was located at about 17,1 degrees north latitude; 123,9 degrees east longitude, in the sea east of Luzon Island. The strongest wind near the center of the tropical depression is level 6-7 (39-61 km/h), gusting to level 9. The tropical depression moves mainly westward at a speed of about 15 km/h.
To proactively respond to the developments of the tropical depression, the Ministry of Agriculture and Rural Development requests ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan to closely monitor the developments of the tropical depression; strictly manage means of transport going to sea; organize counting and notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the tropical depression to proactively avoid, escape or not move into dangerous areas.
Forecast, dangerous areas in the next 24 hours: From latitude 15-19, east of longitude 118 (dangerous areas are adjusted in forecast bulletins).
Ministries, branches and localities are ready with forces and means for rescue when requested, and at the same time, organize serious on-duty shifts and regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
Vietnam News Agency, Vietnam Television, Voice of Vietnam, the coastal information station system and mass media agencies from central to local levels should strengthen measures to inform authorities at all levels, owners of means of transport operating at sea and people about the developments of the tropical depression so that they can proactively prevent and respond.
