President of the Federal Council Congress Liên bang Nga Matvienko nồng nhiệt chào mừng President of Congress Tran Thanh Man và Đoàn đại biểu cấp cao Quốc hội Việt Nam sang thăm chính thức Liên bang Nga. Chủ tịch Matvienko nhấn mạnh Liên bang Nga đặc biệt coi trọng chuyến thăm lần này của Chủ tịch Quốc hội Trần Thanh Mẫn; bày tỏ tin tưởng, chuyến thăm không những giúp mở rộng quan hệ hợp tác liên nghị viện mà còn thúc đẩy hơn nữa quan hệ Đối tác chiến lược toàn diện Liên bang Nga – Việt Nam.

Ms. Matvienko said that the relationship between the Russian Federation and Vietnam has a history of nearly 75 years, tested by time. In recent years, based on the efforts of the two countries' senior leaders, the Russian Federation - Vietnam cooperation relationship has been raised to a new level: Comprehensive Strategic Partnership. Most recently, President Vladimir Putin paid a State visit to Vietnam in June 6. During this visit, at the meeting between National Assembly Chairman Tran Thanh Man and President Putin, both sides acknowledged the important role of the two countries' National Assemblies in developing bilateral cooperation. Chairman VI Matvienko stated: "The visit of National Assembly Chairman Tran Thanh Man to the Russian Federation after President Putin's visit to Vietnam is highly symbolic, allowing the two sides to exchange at the National Assembly level to contribute to the implementation of agreements and documents signed between the two countries."

National Assembly Chairman Tran Thanh Man sincerely thanked Federation Council Chairman Matvienko for his sentiments and kind words regarding the visit as well as the special cooperative and friendly relationship between Vietnam and the Russian Federation.

Chủ tịch Quốc hội cảm ơn Liên bang Nga đã chúc mừng President Tô Lâm được bầu làm General Secretary; đồng thời khẳng định Việt Nam đặc biệt coi trọng quan hệ với Liên bang Nga trên tất cả các kênh, trong đó có kênh Đảng, Nhà nước, Quốc hội và giao lưu nhân dân. Chủ tịch Quốc hội nhấn mạnh, “nước Nga đối với người Việt Nam nói chung, với cá nhân tôi nói riêng, tuy xa về địa lý nhưng rất gần gũi về tình cảm – đến nước Nga như đến với những người bạn thân thiết lâu năm”.

The National Assembly Chairman congratulated the Russian Federation on its comprehensive and important achievements and results in recent times; at the same time, informed about the situation in Vietnam; affirmed that the Party, State and people of Vietnam attach importance to the friendship and loyalty; and appreciate the valuable support and assistance that the people of the former Soviet Union and Russia today have given to Vietnam.

Chủ tịch Quốc hội Trần Thanh Mẫn nêu rõ Việt Nam đặc biệt quan tâm thúc đẩy hợp tác với Liên bang Nga trong các lĩnh vực: kinh tế, thương mại, đầu tư, trong đó bao gồm dầu khí – năng lượng; quốc phòng – an ninh; khoa học, education, đào tạo; văn hóa, nutrition, Travel, medical và hợp tác giữa các địa phương của hai nước. Các lĩnh vực hợp tác này vẫn đang tiếp tục là những trụ cột vững chắc trong quan hệ song phương thời gian vừa qua và cần được tiếp tục phát huy, thúc đẩy mạnh mẽ hơn nữa.

Tại cuộc hội đàm, hai nhà lãnh đạo nhất trí với việc hai bên đẩy mạnh và mở rộng hợp tác tương xứng với truyền thống và quan hệ Đối tác chiến lược toàn diện; phát huy thành quả đạt được dựa trên sự tin cậy và các khuôn khổ hợp tác đã có; phối hợp tổ chức các hoạt động thiết thực kỷ niệm 75 năm thiết lập quan hệ diplomatic vào năm 2025. Hai bên tiếp tục tăng cường trao đổi đoàn các cấp để không ngừng củng cố và thúc đẩy quan hệ, hợp tác thiết thực, hiệu quả thông qua các kênh Đảng, Quốc hội, Chính phủ và giao lưu nhân dân.

Regarding inter-parliamentary cooperation, the National Assembly Chairman affirmed that Vietnam attaches importance to the role of the Federation Council and highly appreciates the personal role of Ms. Matvienko as Chairwoman of the Federation Council, which has made an important contribution to promoting bilateral relations, including cooperation between the two countries' National Assemblies. The two leaders agreed that the two sides should continue to increase the exchange of high-level delegations of National Assembly leaders, cooperation activities between National Assembly agencies, Friendship Parliamentarians' Groups, Young Parliamentarians' Groups, Women Parliamentarians' Groups, and National Assembly deputies of the two countries in both direct and online forms. In addition, they should continue to coordinate in monitoring and urging the implementation of cooperation agreements signed by the two governments and strategic cooperation projects; build and perfect a favorable legal corridor, support the governments, localities, businesses and people of the two countries to increase exchanges and cooperation on the basis of mutual benefit.

Appreciating the role and effectiveness of cooperation between the parliamentary groups of the two countries, Chairman of the Federation Council Matvienko pointed out that the two sides have now established friendship parliamentary groups, including the Vietnam - Russia Friendship Parliamentary Group chaired by Vice Chairman of the National Assembly Nguyen Khac Dinh and the Cooperation Group with the Vietnamese National Assembly chaired by First Vice Chairman of the Federation Council AVYatskin.

Immediately after the visit of National Assembly Chairman Tran Thanh Man, on September 11, the 9th Session of the Vietnam-Russia Intergovernmental Committee on Cooperation in the fields of economy, trade, science and technology will take place in Moscow. The two Chairmen agreed that this is an opportunity for the two sides to discuss the agreements reached as well as the possibility of expanding bilateral cooperation mechanisms.

Affirming that the Federation Council of the Russian Federation always pays attention to supporting the development of cooperative relations between localities, Chairman of the Federation Council VI Matvienko said that currently, Russian localities are interested in promoting cooperation with Vietnamese localities; he hopes that National Assembly Chairman Tran Thanh Man will continue to support the development of cooperative relations between Vietnamese localities and localities of the Russian Federation.

Regarding cooperation in the field of education, Chairman of the Federation Council of the Federal Assembly of the Russian Federation VI Matvienko said that during his State visit to Vietnam (June 6), President of the Russian Federation Vladimir Putin had a cordial meeting with generations of former Vietnamese students who studied in the Russian Federation. The fact that many Vietnamese people who graduated from universities in the Russian Federation are holding important positions in Vietnam is a testament to the high quality of Russian education. Every year, the Russian side provides about 2024 scholarships to the Vietnamese side.

Cooperation in tourism development also clearly demonstrates the good friendship between the two countries. Russian people love to vacation in Vietnam. To maintain this trend, Ms. Matvienko said, it is necessary to expand direct flights between the two countries.

Regarding cultural cooperation, the Chairman of the Federation Council of the Federal Assembly of the Russian Federation said that in July 7, the Vietnamese Cultural Days in Russia were successfully held in Moscow and Saint Petersburg; he believed that it was necessary to continue to strongly promote cultural cooperation between the two countries.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully invited Chairman of the Federation Council of the Russian Federation Parliament Matvienko to visit Vietnam in the near future. Thanking and happily accepting the invitation to visit Vietnam from National Assembly Chairman Tran Thanh Man, Chairman of the Federation Council of the Russian Federation Parliament VI Matvienko said he would arrange it at an appropriate time.

After the talks, at the headquarters of the Federation Council, National Assembly Chairman Tran Thanh Man and Chairman VI Matvienko signed the Cooperation Agreement between the National Assembly of Vietnam and the Federation Council of the Russian Federation; witnessed the signing ceremony of the Cooperation Agreement between Ba Ria - Vung Tau province and Rostov province; and visited the plenary meeting room of the Federation Council of Russia./.
