Dak Lak and BR-VT, with the participation of Prime minister Goverment Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha and leaders at central and local levels.
People of Ho Chi Minh City will be "co-authors" of Belt 3
Before conducting the groundbreaking ceremony, from the 3 bridgeheads, respectively, the representatives of the design and supervision consultants of the 3 projects committed to mobilizing all the best and best quality resources, ensuring the implementation and implementation of the projects on schedule, strictly complying with all regulations to bring the works to the destination on time according to the signed contract.
In his role as coordinator of the Ring Road 3 project, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai represented the provinces. Dong Nai, Long An, Binh Duong stated.
Mr. Phan Van Mai evaluated this as the largest private-scale project ever of the transportation industry in the region, as well as a project that applied many unprecedented ways, helping to shorten a year compared to the normal implementation. In which, compensation, support and resettlement are flexible, approaching the market price; giving design drawings to people in the project area…
Mr. Phan Van Mai committed to the Government that in the coming period, he will continue to focus on completing site clearance, speeding up construction, and closely coordinating with units and project management boards. MOT to promptly resolve difficulties with the highest determination. “Ring Road 3 is extremely important to Ho Chi Minh City. This is a project of the Party's will and the people's heart. I hope that in the coming period, the people will also stand side by side with the locality, being the "co-authors" of Ring Road 3. We are committed to coordinating with the Central Ministries, closely monitoring, and regularly promoting so that the project can be technically opened to traffic by the end of 2025, and the entire project can be completed by 2026" - said Mr. Phan Van Mai.
If the determination is high, the whole country will surely have 3.000 km of highways by 2025
Giving the order to start the construction of the three projects, Prime Minister Pham Minh Chinh affirmed that these are all projects with very large total investment and extremely important significance. Due to limited resources, over the past 3 years, Vietnam has only built more than 20 km of highways. Although still small, this is a very meaningful stage, a lesson to summarize experience, draw out more correct and effective models when starting to implement this second phase, with the goal of having about 1.000 km of highways by 2.
“In order to realize this goal, from now to 2025, the transport sector must complete nearly 2.000 km of highways, four times more than the number of expressways made during the past 4 years. This is a very heavy task, but we have learned many valuable lessons to overcome the shortcomings of the previous period. The special thing is that the 20 projects started today are all projects that have their own specific mechanisms applied. The most prominent is the mechanism of decentralization and decentralization. Imagine nearly 3 km of expressway, how difficult it would be if only the Ministry of Transport were in charge. Therefore, the mechanism of decentralization of powers for localities is very important, determining the results of the project," the Prime Minister said.
The head of the Government also informed: This term, our country is estimated to have VND 500.000 billion to build transport infrastructure. In addition, it also mobilizes central and local capital sources such as Belt 3 (local 50%, central 50%). Next is capital from increasing revenue and saving expenses; medium-term investment sources; other sources of cooperation capital; funding recovery programs. From these 5 sources, the Government is confident to have large capital to complete the transport network in the next period.
In addition, Prime Minister Pham Minh Chinh especially praised the spirit of Ho Chi Minh City's efforts, in a short time, more than 80% of the construction site has been completed, eligible to start the project. Localities have managed, operated, supported by the people, mobilized the whole political system, so they have created consensus and achieved good results in site clearance. This is an unmeasured product, not a product on paper, so it's really emotional.
“Capital mobilization is already difficult, having capital and then clearing the site quickly – these are the two decisive factors in many important factors creating the success of traffic works. With lessons on how to do new things like this, with great determination, great efforts and drastic actions, by 2, the whole country will certainly have 2025 km of highways," the Prime Minister confidently affirmed.
Determining that the upcoming work is still very big, with many challenges, and many difficulties, Prime Minister Pham Minh Chinh asked localities to continue speeding up the clearance of the remaining positions, many of which are located through residential areas, which are easy to generate complaints and complaints. In parallel, ensure the source of construction materials; building effective and reasonable construction plans in the context that all 3 projects have large construction volumes in a short period of time, with difficult weather conditions...
Ministry of Planning and Investment, Ministry of Transport, Ministry of Finance, investors, contractors, supervision consultants... are assigned to closely coordinate and strengthen coordination with other ministries and branches to promptly remove difficulties and challenges, and control project progress throughout the implementation process.
