Recently, many residents of Bao Son apartment building on Le Loi Street, Vinh City ( Nghe An province) have hung banners throughout the building demanding that the developer issue land ownership certificates to the residents.

This 30-story apartment building was developed by Bao Son Investment, Construction and Tourism Group Joint Stock Company (headquartered in Hanoi). Although the apartments have been sold to residents, they have yet to receive their land ownership certificates.

Bao Son Apartment Building: Residents moved in before final inspection - 1

Residents of Bao Son apartment building (72 Le Loi Street, Vinh City) hung banners requesting the developer to issue land ownership certificates to the residents.

Speaking to VTC News, Mr. Nguyen Cong Thanh, Deputy Director of the Land Registration Office (Nghe An Department of Natural Resources and Environment), said that as of May 21, 2023, the Land Registration Office of the Nghe An Department of Natural Resources and Environment has not yet received the necessary documents from the investor to process the issuance of land ownership certificates to residents.

"According to regulations, the investor must submit the necessary documents for obtaining land ownership certificates for residents, but to date, the investor has not submitted the documents, so we cannot issue land ownership certificates to the residents," shared Nguyen Cong Thanh, Deputy Director of the Land Registration Office.

Mr. Dinh Loan Hien, Chief Inspector of the Nghe An Department of Construction, confirmed that, as of now, the Bao Son apartment building (located at 72 Le Loi Street, Vinh City) has not yet been inspected and approved for use.

Residents hung banners demanding that the developer issue land ownership certificates to the residents.

Regarding this issue, Mr. Nguyen Truong Son, Chairman of the Board of Directors of the company, admitted that the apartment building has not yet been officially inspected and approved. He stated that when residents bought the apartments and paid 95% of the price, they requested permission to renovate, remodel, and install interior furnishings, so the company agreed. However, after allowing residents to renovate, they ended up living there permanently.

The reason the apartment building has not been inspected and approved is due to administrative procedural errors. The People's Committee of Nghe An province approved the detailed planning at a scale of 1/500, the Ministry of Construction approved the basic design planning and the technical construction design, and the Department of Construction of Nghe An province issued the construction permit. However, the People's Committee of Nghe An province should have first issued a decision approving the investment policy, and only after approving the investment policy should they have issued a decision approving the detailed planning at a scale of 1/500, and then proceeded with the subsequent steps. But they overlooked this initial step.”

Since 2019, the Ministry of Construction has begun inspecting the project, but it has not yet been completed due to incomplete procedures. The Ministry of Construction requires the submission of the investment policy approval decision from the People's Committee of Nghe An province before acceptance can take place. However, from 2016 to the present, the People's Committee of Nghe An province has not yet approved the investment policy, so our apartment building has still not been able to be inspected and approved, ” Mr. Nguyen Truong Son, Chairman of the Board of Directors of Bao Son Company, further shared.
