PROACTIVE FROM THE GRASSROOTS
Dong Thap is a province located upstream of the Tien River, with numerous rivers, canals, and streams, along with many ponds, lakes, and deep pools within residential areas. The majority of the population lives in rural areas, with many households building houses along the riverbanks. While many houses are surrounded by ponds and lakes, the lack of safety barriers creates a constant risk of drowning for children, especially during the summer and the rainy season.

According to authorities, drowning remains one of the leading causes of death among children. The main reasons are children's lack of water safety skills, insufficient adult supervision, or playing in dangerous areas.
This reality highlights the urgent need for the synchronized implementation of solutions to prevent and combat child drowning in the locality. In Phu Cuong commune, a typical riverine area of Dong Thap province, the work of preventing and combating child drowning is implemented with many specific and practical solutions.

The People's Committee of the commune develops a plan for periodic inspection and monitoring on a quarterly and annual basis; and establishes inter-agency inspection teams to comprehensively assess drowning prevention activities at schools, swimming instruction centers, and residential areas.
Dangerous areas are regularly inspected; many deep rivers and ponds are marked with warning signs to raise awareness among residents and children about safety precautions. According to the People's Committee of Phu Cuong commune, from 2019 to the present, the locality has organized nearly 40 swimming classes under support projects and more than 60 swimming classes according to the targets assigned by the province. Thanks to the comprehensive implementation of many solutions, the locality has not recorded any cases of child drowning for many consecutive years.
In addition to teaching swimming, the classes also equip students with water safety skills such as: how to wear a life jacket, how to handle situations when encountering rip currents, and how to call for rescue in case of an accident...
Ms. Nguyen Thuy Ha, a parent in Lap Vo commune, said: “I have two children in primary school. Every summer vacation, I proactively enroll them in swimming lessons organized by the local authorities. This gives me much more peace of mind and helps prevent unfortunate drowning incidents.”
Thanks to regular local awareness campaigns, the perceptions of many parents have changed significantly. While previously many families underestimated the importance of swimming lessons, now many parents are proactively enrolling their children in swimming classes.
In order to minimize the risk of drowning accidents among children, Dong Thap province has implemented many practical support programs and projects in recent years.
Notably, the project "Supporting effective and sustainable interventions in preventing and combating child drowning in Dong Thap province, 2019-2025" is funded by the US Government .
According to Nguyen Thi My Nuong, Deputy Director of the Dong Thap Provincial Department of Health: “Through the project, the awareness of the community, families, and children about preventing drowning has been significantly raised. At the same time, the capacity of staff, teachers, and instructors at the grassroots level has also been strengthened.”
According to Comrade Nguyen Thi My Nuong, through the implementation of the project, the entire province has organized hundreds of training courses for over 5,600 cadres, teachers, and collaborators; opened 378 safe swimming classes for more than 7,560 children; and organized 199 classes to equip nearly 10,000 children with safety skills in aquatic environments.
YOUTH TAKE THE CAMPAIGN FOR CHILD SAFETY
In many localities, portable swimming pools are installed right at schools or community cultural centers, making it possible for rural children to access swimming lessons at low or no cost.

In addition, swimming pools in central wards have been invested in and newly built, contributing to the promotion of swimming lessons in the community.
Nguyen Khoa Nguyen, a 7th-grade student from Thoi Son ward, shared: “Before, I thought knowing how to swim was enough. But after participating in the skills class, I realized that rescuing a friend incorrectly can be very dangerous. Now I know many more skills to protect myself.”
This summer, youth union branches at all levels in the province continue to play a leading role in caring for children, especially in preventing and combating drowning. In many localities, youth union members organize mobile propaganda teams, distribute leaflets, and provide basic first aid and rescue skills training for students and parents.
Nguyen Quoc Huy, Secretary of the Son Qui Ward Youth Union in Dong Thap province, said: “Preventing drowning among children is one of the key focuses of this year's Summer Youth Volunteer Campaign. The ward's Youth Union is concentrating on organizing free swimming lessons, safe summer playgrounds, and strengthening the dissemination of life skills to children in rural areas.”
Although various levels of government and agencies have implemented numerous solutions, according to relevant authorities, the role of the family remains decisive in preventing drowning accidents.
In reality, most accidents occur when children are playing spontaneously without adult supervision. According to recommendations from relevant authorities, parents should regularly remind children not to swim in rivers or play near dangerous areas; equip them with life jackets when participating in water transportation; and create opportunities for children to learn to swim and acquire water safety skills.
Furthermore, creating healthy recreational spaces for children during the summer is also an important solution to reduce the risk of accidents and injuries. Many localities in the province have organized summer activities, children's clubs, and cultural and sports activities to attract children's participation and reduce the spontaneous gathering of children for swimming in rivers.
Drowning accidents not only leave pain for families but also represent a great loss for the community. This requires the involvement of the government, relevant agencies, youth organizations, and the responsibility of each individual family.
Summer will be truly meaningful when the laughter of children still resounds in the riverside countryside and children grow up in a safe and peaceful environment.
