Lack of electricity all hours of the day
On the afternoon of June 7, the Ministry of Industry and Trade held a meeting to provide information to the press on the situation of electricity supply.
Mr. Tran Viet Hoa, Director of the Electricity Regulatory Authority (Ministry of Industry and Trade), said: As of June 6, most of the large hydropower reservoirs in the North had reached dead water level, including: Lai Chau, Son La, and Son La. Tuyen Quang, Ban Chat, Hua Na, Thac Ba. Particularly, Lai Chau and Son La hydropower reservoirs have fallen below the dead water level.
Only Hoa Binh hydropower reservoir has water in the lake and can maintain power generation until June 12-13. The total unmobilized capacity of the above-mentioned Northern hydropower sources will be at 6 MW and possibly up to 5.000 MW when Hoa Binh hydropower reservoir returns to dead water level.
Thus, as of June 6, the available capacity of hydroelectricity is 6MW, only reaching 3.110% of installed capacity.
In the past time, with the efforts of relevant units, the supply of coal for thermal power plants has been ensured. Coal-fired power plants have enough fuel to operate with high mobilized capacity.
However, due to the hot weather and high temperature, the units operated at maximum capacity for a long time, leading to equipment problems (mainly blown gas pipes, heaters, overheaters). heat, coal crusher, feed pump, etc.).
In addition, many coal-fired power plants suffered from long-term problems (Vung Ang 1 group, Pha Lai 1 group, Cam Pha 1 group, Nghi Son 2 group). Typically, on June 1, the total capacity that could not be mobilized from coal-fired power plants in the North suffered a breakdown and reduced capacity up to 1MW.
“Thus, although the coal fuel source for power generation has been provided relatively secure, as of June 6, the Northern coal thermal power source has only mobilized 6MW, accounting for 11.934% of the installed capacity. ", said Mr. Tran Viet Hoa.
The ability to transmit electricity from the Central to the North via the North-Central 500 kV line is always at a high limit (maximum limit from 2.500MW to 2.700MW) leading to potential risk of breakdown.
Thus, the total available capacity of the Northern power system (including imported electricity) that can be mobilized to meet the power load demand is only 17.500-17.900MW (about 59,2% of the installed capacity). put). This capacity includes 2.500-2.700MW transmission from the South and the Central to the North (with the 500kV Nho Quan - Ha Tinh transmission line).
Meanwhile, the demand for electricity in the North may reach 23.500-24.000MW in the coming hot days. Thus, the Northern electricity system will be short of about 4.350 MW, with an average daily output of about 30,9 million kWh (the highest day can reach 50,8 million kWh).
"The Northern power system faces the risk of lack of capacity at most hours of the day," noted Mr. Hoa.
Save 6 - 10% / day
Ngo Son Hai, Deputy General Director of EVN, said: Currently, the available capacity of the system is only 17.000MW, on hot days, the demand for consumption can be over 20.000MW. . The amount of power savings at the peak time is about 30% of the used capacity.
As for the average power output during the day, the reduction is at 6-10% depending on whether it's cool or hot. For example, yesterday it was cool, the output was reduced by about 6%.
To handle this situation, with such a highest capacity level, the National Load Dispatch Center (A0) shall base on Circular 34 of the Ministry of Industry and Trade guiding to allocate that used capacity to the General Northern Power Company and Hanoi Electricity Corporation. These two units, based on the guidance of the Ministry of Industry and Trade, will allocate that used capacity to each province's electricity.
After having that allocated capacity, the local electricity will develop plans and priority order for customers. After that, the power companies will report and approve the provincial People's Committee on the plan to reduce electricity.
Referring specifically to the order of priority for supplying electricity to customers, Mr. Nguyen Quoc Dung, Head of Sales Department (EVN), said: This priority order is approved by the People's Committee of the province/city, prioritizing operations. important social and political events in the area.
Secondly, depending on the locality, priority is given to customers based on local realities such as residential customers, production of essential goods (food, clean water), production facilities that use a lot of labor. ... All these plans are reported to the People's Committee of the province, city and Department of Industry and Trade to monitor the implementation.
Responding to responsibility in electricity supply, Mr. Tran Viet Hoa shared: Yesterday the Prime Minister sent a dispatch to the Ministry of Industry and Trade, EVN and related agencies and units to implement many solutions to meet the situation. power supply; clarify responsibilities in electricity supply.
Right at noon on June 7, the Party Committee of the Ministry of Industry and Trade had a meeting and specifically assigned each unit under the Ministry to deploy 6 groups of contents directed by the Prime Minister. In the next few days, the Ministry of Industry and Trade will report to the Prime Minister and have a plan to implement in accordance with the direction of the Prime Minister.
Finally, the leader of the Electricity Regulatory Authority expressed: "The lack of electricity is the unjustifiable responsibility of the state management agencies and the electricity industry, we would like to apologize to all people and businesses. ".
