The above information was stated by the People's Committee of Bac Ha District ( Lao Cai Province) in a report on the results of the inspection and verification of the allegations regarding the incident of "11 students sharing two packets of instant noodles with rice" at Hoang Thu Pho 1 Ethnic Boarding Primary School.

Bac Ha District confirmed that food was cut short, resulting in 11 students having to eat plain rice with two packets of instant noodles. Due to the complexity of some aspects requiring verification, involving multiple people at different times, some matters have been transferred to the Bac Ha District Police for further investigation and verification.

The report clearly points out several violations at Hoang Thu Pho 1 Ethnic Boarding Primary School, such as: the lack of a list of payments for leftover meals to students, and the principal failing to sign off on many food import and export documents.

The cash disbursement vouchers lack numbers and the signatures of the principal and the recipient. The daily food purchase records do not match the monthly food purchase records.

The People's Committee of Bac Ha district also announced that it had received a resignation letter from Mr. Tran Ngoc Ha, Principal of Hoang Thu Pho 1 Ethnic Boarding Primary School, citing responsibility for leadership and management issues that led to negative public opinion.

During the first semester of this school year, Hoang Thu Pho 1 School has 174 boarding students who benefit from government support policies. This includes over 501 million VND for meals over four months. In addition, the cost for five cooks is 54 million VND (2.7 million VND per person per month). By the end of October, the school had settled nearly 250 million VND through the Treasury.

Previously, the press reported on school lunch programs at Hoang Thu Pho 1 Ethnic Boarding Primary School in Bac Ha district, which showed signs of being substandard, with 11 students having to share two packets of instant noodles with rice, causing public outrage.

Besides instant noodles for breakfast, for lunch and dinner, students only get to eat a small amount of chopped pork sausage and vegetable soup, even though the board states there are 14 kg of pork and 11 kg of bones.

On another occasion, the school served students tofu and soup, lacking the meat and bones mentioned in the bulletin board.

The principal insisted the meal was sufficient, while the students said they were "not full," having finished all the food but still not having finished the white rice. The cook stated that the amount of food received for cooking was only one-third of the publicly stated quantity.

The government and the Ministry of Education and Training have also requested the People's Committee of Lao Cai province to verify the content of the press reports and to strictly handle any individuals or groups involved if violations are found.
