As the country enters a new phase of development, caring for, protecting, and improving the health of the people continues to be identified by the Party as one of the central and overarching tasks.

The draft document for the 14th National Party Congress continues to affirm the viewpoint of putting people at the center, as the goal and driving force of development, in which healthcare plays a particularly important role in ensuring social security, improving the quality of life and happiness of the people.

In the context of the rapidly unfolding Fourth Industrial Revolution, digital transformation is not only an inevitable trend but also a breakthrough solution for the healthcare sector to improve management efficiency, service quality, and accessibility to healthcare for the people.

From the Party's policies to practical actions.

Over the years, the Party and State have issued many important guidelines and policies to promote national digital transformation, with healthcare being one of the top priority areas. The overarching spirit clearly expressed in the Party's documents is the sustainable development of healthcare, improving service quality, and ensuring that all citizens receive equitable and effective healthcare.

Based on this foundation, the healthcare sector is gradually deploying key digital platforms such as electronic health records, electronic medical records, telemedicine, health insurance data linkage, and smart hospital management systems. These solutions are gradually changing the way healthcare services are delivered, shortening the distance between people and healthcare facilities, especially in remote areas, border regions, and islands.

Digital transformation in healthcare, in the spirit of the XIV National Congress Document, aims not only to improve the management capacity of the system, but its highest goal is to serve people, managing people's health throughout their lifecycle, from disease prevention to diagnosis and treatment, rehabilitation, and long-term care.

Previously, visiting a doctor was often associated with long queues and complicated paperwork. However, nowadays, at many medical facilities, people can book appointments online, check test results on their phones, and use electronic health insurance cards instead of paper records. These changes, though small, bring practical benefits, helping to reduce the burden of time, costs, and stress for patients.

For the elderly and those with chronic diseases, electronic health records facilitate continuous and convenient monitoring and management of their condition. For people in disadvantaged areas, telemedicine allows them to access expert advice from higher-level hospitals without having to travel long distances, significantly saving costs and effort.

In practice, when technology is applied correctly and used for the right purposes, digital transformation in healthcare has been contributing to increased patient satisfaction and strengthening trust in the public healthcare system.

The effectiveness is clearly evident at tertiary hospitals.

Based on his experience in implementing digital transformation at the facility, Dr. Hoang Viet Anh, Deputy Director of the Center for Quality Management of Medical Examination and Treatment at Bach Mai Hospital, affirmed that digital transformation has brought clear effectiveness to the hospital's operations. As a tertiary hospital with thousands of beds and tens of thousands of patient visits per day, Bach Mai Hospital faces immense pressure in terms of professional expertise and operational organization.

According to Dr. Hoang Viet Anh, the implementation of electronic medical records, hospital management systems, and the "Bach Mai Care" application has helped patients access services more conveniently, significantly reducing administrative procedures, saving time and costs. Patients can register for examinations, track appointments, receive information and guidance on healthcare directly on the digital platform.

Digital transformation not only benefits patients but also actively supports medical staff. When medical data is digitized and interconnected, doctors can access complete information on patient history and laboratory results, reducing the duplication of test orders. This improves the quality of diagnosis and treatment, while also making more efficient use of healthcare resources.

"Digital transformation helps us work more efficiently , reducing administrative pressure so we can focus more on our expertise and patient care," emphasized Dr. Hoang Viet Anh.

Establishing a national health data platform - a strategic step.

Sharing the initial results of digital transformation in healthcare nationwide, Dr. Mai Thi Nu, Head of the Healthcare Information Technology Management Department (Department of Science and Technology and Training, Ministry of Health ), said that currently about 70% of hospitals nationwide have implemented electronic medical records. This is an important foundation for gradually forming a national healthcare data warehouse, serving management, operation, and improving the quality of healthcare for the people.

Digital transformation not only brings convenience but also helps people receive comprehensive and continuous healthcare.

According to Dr. Mai Thi Nu, the overarching principle of the healthcare sector is that "data that has been generated must be reused." In this spirit, the Ministry of Health is deploying shared digital platforms based on a model where the central government builds and local authorities utilize them, aiming to alleviate difficulties for healthcare facilities, avoid fragmented and duplicated investments, and create interconnectedness and uniformity throughout the entire system.

She emphasized that digital transformation in healthcare does not stop at digitizing processes, but aims to manage people's health throughout their entire lifecycle, from prevention, screening, and treatment to long-term monitoring. This is a crucial step, in line with the country's development orientation in the new era, when healthcare needs are increasingly high and diverse.
