Is it permissible to breed and raise coconut beetles?

(Chinhphu.vn) - According to Mr. Pham Thanh Thien, there are currently a number of facilities breeding and raising coconut beetles for commercial purposes. He is aware that coconut beetles are harmful and dangerous organisms in the agricultural sector.

Mr. Thien asked whether such business activities, such as raising and selling livestock, are permitted. If not, are there any penalties for violations?

The Ministry of Agriculture and Environment responded to this issue as follows:

According to Clause 5, Article 13 of the 2013 Law on Plant Protection and Quarantine, breeding harmful organisms is prohibited, except with the written consent of the Minister of Agriculture and Rural Development (now the Minister of Agriculture and Environment).

Violations will be subject to administrative penalties ranging from VND 3,000,000 to VND 6,000,000 as stipulated in point b, clause 4, Article 19 of Government Decree No. 31/2016/ND-CP dated May 6, 2016, regulating administrative penalties in the field of plant varieties, plant protection and quarantine.
