On March 2-3, a representative from the Traffic Police Department (PC08) of the Ho Chi Minh City Police announced that the Ho Chi Minh City Police have decentralized the registration and issuance of vehicle license plates to the police departments of wards, communes, and towns.
Accordingly, to better serve the needs of the people regarding the registration of motor vehicles when there are no longer district-level police forces, the Ho Chi Minh City Police Department continues to decentralize vehicle registration and license plate issuance to police departments in wards, communes, and towns.
For the police departments of the 17 wards in the districts of Thu Duc City (where the Thu Duc City District Police previously had their headquarters to handle motorcycle registration), they are authorized to register and issue license plates for motorcycles, mopeds, and similar vehicles owned by domestic organizations and individuals with headquarters or residences in the locality, as well as wards in Thu Duc City that have not yet been authorized to register vehicles.

For the police forces of the 63 communes and towns in Binh Chanh, Can Gio, Cu Chi, Hoc Mon, and Nha Be districts, who have been granted the authority to register motorcycles, they are also granted the authority to register and issue license plates for automobiles and specialized motorcycles owned by domestic organizations and individuals with headquarters or residences in the locality (which fall under the registration authority of the district-level police as stipulated in Clause 3, Article 4 of Circular No. 79/2024/TT-BCA dated November 15, 2024, of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motorcycles).

According to PC08, in addition to completing the initial vehicle registration process through the National Public Service Portal, citizens who need to carry out procedures related to vehicle registration and management can directly go to the commune-level police station for assistance.
