(Baoquangngai.vn) - The 2024 FTA Index Ranking is a tool to help provinces and cities have a comprehensive view and further improve solutions to effectively utilize FTAs.
On the afternoon of April 8, the Ministry of Industry and Trade held a ceremony to announce the FTA Index for 2024. The ceremony was held both in person and online nationwide.
The announcement ceremony was attended by Prime Minister Pham Minh Chinh; Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; Minister of Industry and Trade Nguyen Hong Dien. Attending at the Quang Ngai bridge were leaders of the Department of Industry and Trade and relevant departments, branches and localities.

Based on the direction of the Government, the Ministry of Industry and Trade has developed a set of indicators to evaluate the implementation results of FTAs (FTA Index). This is a quantitative and systematic tool, built on the basis of a survey of enterprises in 63 provinces and cities nationwide.
The survey focuses on four main aspects: The level of access to information about FTAs by enterprises; compliance with domestic legal regulations from FTA commitments; effectiveness of programs and policies to support enterprises in taking advantage of FTAs and implementing sustainable development commitments locally; and at the same time, recording the difficulties and obstacles that enterprises are facing.
Evaluating the results of FTA implementation through the Index is not only for "comparison", but also a driving force for localities and business communities to effectively implement and optimize opportunities from FTAs to diversify markets, supply chains and export products, contributing to maintaining sustainable export growth momentum and realizing the goal of international economic integration in a practical and effective manner as set by the Party and the State. The FTA Index is the composite score of 4 component indexes on a 10-point scale and synthesized into a 40-point scale. In 2024, the province with the highest composite score was 34.9 points and the lowest score was 14.49 points.
Speaking at the ceremony, Prime Minister Pham Minh Chinh praised the efforts of the Ministry of Industry and Trade, relevant ministries, branches and localities who have actively participated in building the FTA Index. At the same time, he emphasized that the results of the implementation of the FTA Index are important in measuring, evaluating and promoting the implementation of signed trade agreements. Prime Minister Pham Minh Chinh also said that Vietnam is entering a new era, an era of striving to develop richly, civilizedly and prosperously, so that the people are increasingly prosperous and happy, the country is on par with the world powers, and becomes a rich and powerful country. Therefore, ministries, branches and localities must be self-reliant and self-reliant to promote the development of the digital economy, green economy, circular economy, creative economy and knowledge economy. In particular, focusing on reducing administrative procedures, creating an open business environment, an attractive investment environment to attract investors.
In this case, the Ministry of Industry and Trade honored localities that have effectively utilized and implemented the FTA Index in 2024; the Prime Minister awarded Certificates of Merit to localities that have effectively implemented the FTA Index in 2024.
