The legal code is compiled from nearly 9,000 currently effective legal documents at the central level and structured into 45 themes, each containing one or more subheadings. The Vietnamese State's legal code is an electronic legal code, published on the Legal Code Electronic Portal (phapdien.moj.gov.vn) for free access and use by agencies, organizations, and individuals. Minister of Justice Nguyen Hai Ninh stated: The electronic legal code, an official product of the State, is a systematic, comprehensive, and complete tool for legal research, with practical significance and value in ensuring the transparency, accessibility, and ease of searching of legal regulations. The legal code contributes to reducing legal compliance costs and is an important solution for policy communication, opening up new sources and improving the efficiency of policy development and implementation. The report presented at the Conference stated that on April 16, 2012, the Standing Committee of the National Assembly approved the Ordinance on the Codification of the System of Legal Norms, which serves as the legal basis for state agencies to review, compile, and arrange currently effective legal norms at the central level in a specific order with a logical, reasonable, and easily searchable structure into a Legal Code. To date, after 10 years of implementation, the Vietnamese Legal Code has been basically completed, published on the Legal Code Electronic Information Portal (phapdien.moj.gov.vn), and is freely accessible and used, contributing to ensuring the transparency of the legal system. This is the official electronic information portal for publishing the Legal Code, for which the state holds the copyright and which is managed uniformly by the Ministry of Justice. The development of the Legal Code has made a significant contribution to the process of building and perfecting the legal system, as well as contributing to the effective application and enforcement of laws.

Through the codification process, the Ministry of Justice, together with other ministries and agencies, has reviewed and "cleaned up" more than 8,000 central-level legal documents. The codified legal document has a scientific and unified structure, is publicly available on the electronic legal codification portal, and is free to access and use, contributing to facilitating individuals and organizations in searching and retrieving information, meeting the increasing demand for using and understanding legal regulations, and contributing to reducing the cost of legal compliance... Along with the codification of the legal system, the systematization of legal documents is carried out periodically every five years. Accordingly, ministries and state agencies at the central and local levels have just completed the announcement of the results of the systematization of legal documents for the 2019-2023 period, uniformly across the country. Through the systematization of legal documents, ministries, sectors, and localities have comprehensively reviewed and compiled the entire system of legal normative documents (excluding the Constitution) during the period to identify and publish legal normative documents that are still in effect; documents that have expired or ceased to be in effect entirely; documents that have expired or ceased to be in effect partially; as well as documents with contradictory, overlapping, or outdated content that need to be amended or supplemented to improve the law and ensure the transparency of the legal system.
