Attending the ceremony were: Lieutenant General Vu Hai San, Member of the Central Committee of the Communist Party of Vietnam, Deputy Minister of National Defense ; and Mr. Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Quang Ninh Provincial Party Committee. Also present were representatives from agencies and units within the Army; representatives from the Vietnam Coal and Mineral Industry Group, the Vietnam Electricity Group; and leaders of the 19th Army Corps.

In implementation of Resolution No. 05 of the Politburo , Resolution No. 230 of the Central Military Commission, and Plan No. 1228 of the Ministry of National Defense on the organization of the Vietnam People's Army for the period 2021-2030 and beyond; Decision No. 66 of the Prime Minister approving the Project "Restructuring Military Enterprises for the period 2021-2025"; and Decision No. 152 of the Prime Minister approving the Project "The Army's participation in labor, production, and economic development combined with national defense in the new situation", on April 14, 2025, the Ministry of National Defense decided to establish the 19th Army Corps based on the Northeast Corporation, with the main tasks of building forces, training, and combat readiness; ensuring combat support and strategic engineering support in case of emergencies; and carrying out production and business tasks, combining economic development with national defense.

This is a particularly significant event in terms of organizational structure within the Vietnam People's Army, marking a new stage of development for the unit, transforming it from a National Defense Economic Corporation into a regular, modern army corps, continuing its mission of production and business closely integrated with military and defense tasks in the mineral-rich areas and border corridors, seas, and islands of Quang Ninh province, as well as several strategically important areas such as the Central Highlands and South Central Vietnam.

Over 30 years, the Northeast Corporation's journey has been one of overcoming difficulties and hardships, constantly moving forward. Continuously innovating technology, investing in high-quality human resources, and combining this with advanced, appropriate, and effective management and operational models, the Northeast Corporation has consistently performed well and excellently in fulfilling the tasks assigned by the Central Military Commission and the Ministry of National Defense, fulfilling its obligations to the State, and making effective contributions to the overall development of the Ministry of National Defense and the localities where it is stationed. The Corporation has successfully performed its function as a "fighting force, a working force, and a production force," contributing to the successful implementation of President Ho Chi Minh's teachings and deserving the recognition of the Party, State, and political system regarding the Army's participation in production and economic development; maintaining national defense while developing the economy of the strategic Northeast coal region of the Fatherland.

Delivering a speech at the ceremony, General Nguyen Tan Cuong congratulated the Northeast Corporation on its outstanding achievements over the past 30 years. He wished the officers, staff, soldiers, and workers of the 19th Army Corps to continue inheriting and developing the glorious traditions of the heroic Northeast Corporation, to be united, creative, proactive, and determined to win, achieving many more accomplishments and victories in the new era. He also affirmed that the establishment of the 19th Army Corps is a significant policy, an objective necessity, consistent with reality, reflecting a new mindset and vision for adjusting the organization of the Army forces, meeting the requirements of consolidating national defense, building and protecting the Fatherland in the new era.

General Nguyen Tan Cuong stated that, under the leadership and guidance of the Party and State, directly the Central Military Commission and the Ministry of National Defense, the Northeast Corporation has continuously strived, actively innovated, and effectively fulfilled its function as a productive labor force, operating efficiently and sustainably; effectively promoting its production and business functions to stabilize the lives of workers and fulfill its economic obligations to the State. It has effectively played a leading role in construction and socio-economic development, linked with strengthening national defense and security in several strategic areas, remote regions, and border areas; and has excellently completed the tasks of managing, protecting, exploring, exploiting, processing, and trading coal and minerals, making important contributions to ensuring national energy security, serving socio-economic development, strengthening national defense and security capabilities, and building and protecting the socialist Vietnamese Fatherland. Actively participating in ensuring social security, helping people build new rural areas, and achieving sustainable poverty reduction, the Northeast Corporation has contributed to strengthening solidarity and consolidating a solid "people's support" in the region. With these achievements, the Northeast Corporation has been honored by the Party and State with the title of Hero of Labor, along with many other medals, awards, and prestigious titles.

General Nguyen Tan Cuong requested that the 19th Army Corps continue to thoroughly understand and strictly implement the policies and directives of the Party, State, Central Military Commission, and Ministry of National Defense on military and national defense, combining economic development with national defense, and building and protecting the Fatherland in the new period. The 19th Army Corps has been entrusted by the Central Military Commission and the Ministry of National Defense with the "Victory Flag," a symbol of the "Determined to Fight, Determined to Win" tradition of the Vietnam People's Army. This honor and pride must be coupled with the heavy responsibility of protecting the Fatherland. This requires the Army Corps, first and foremost the Party committees and commanders at all levels, to fully and correctly understand the functions and requirements of the immediate and long-term tasks, clearly define their determination, work with peace of mind, overcome difficulties, and successfully complete their political tasks, building a strong and exemplary unit from the very first day, week, and month...

Quickly stabilize the organizational structure and personnel within the existing troop strength, assign specific tasks and responsibilities; consolidate the Party organization, command structure, and mass organizations, ensuring they function according to their assigned duties; and make thorough preparations for the announcement of the Decision to establish the Reserve Engineering Brigades under the 19th Army Corps. Organize quality military training for officers, professional soldiers, defense workers and employees, reserve forces, and self-defense forces to meet mission requirements.

Develop and promulgate regulations and rules in each aspect of work; supplement, improve, and maintain discipline, order, regulations, and principles in daily life and work to ensure regularity, scientific approach, and high combat readiness. Effectively carry out production, business, logistics, and technical work; strictly manage equipment, vehicles, and machinery to ensure economy, efficiency, and safety; and at the same time, regularly pay attention to improving the material facilities and raising the living standards of officers and soldiers in the unit.

Focus on leading and directing the effective performance of the production workforce's functions and tasks, aiming towards the overall goal of "Safety, Innovation, Efficiency, and Development." Maximize all resources, be dynamic and creative in leadership, direction, and management; in the immediate future, successfully complete projects and construction items; accelerate the implementation of key projects on green economy and circular economy linked to military and national defense tasks in the Central Highlands and South Central coastal provinces; and strive to achieve outstanding results in production and business targets annually, ensuring safety in production.

Focus on building a clean and strong Party organization, linked with building the 19th Army Corps into a comprehensively strong, exemplary, and outstanding unit, with the spirit of "All for stable and sustainable development." Expeditiously prepare and successfully organize Party congresses at all levels as directed by the Central Committee, the Standing Committee of the Central Military Commission, and guided by the General Political Department of the Vietnam People's Army. Focus on building a team of cadres and personnel who are both politically sound and professionally competent, exemplary, dedicated, responsible, and wholeheartedly committed to their duties. Promote the study and emulation of Ho Chi Minh's thought, morality, and style, linked with the Emulation Movement for Victory and other movements and campaigns in the area. Actively participate in ensuring social security, building new rural areas, achieving sustainable poverty reduction, strengthening the close-knit military-civilian solidarity, and truly being a reliable support for the Party committees, government, and people of the locality.

General Nguyen Tan Cuong expressed his confidence that with renewed enthusiasm and determination, the officers, staff, soldiers, and workers of the 19th Army Corps will continue to uphold the qualities of Uncle Ho's soldiers and the glorious traditions of the heroic Northeast Corporation, successfully completing all assigned tasks and living up to the trust and affection of the Party, the State, the Central Military Commission, the Ministry of National Defense, and all officers and soldiers of the entire army.
