In Area 2, formerly Tra Noc Ward, now Thoi An Dong Ward, there are many heartwarming stories of human kindness, solidarity, and mutual support in times of difficulty. The person connecting these compassionate hearts is Mr. Le Van Tuoc, Deputy Head of the Front Committee and Chairman of the Farmers' Association Branch in Area 2.

In May 2025, Mr. Le Van Tuoc (commonly known as Mr. Hai Tuoc) was awarded a certificate of commendation by the People's Committee of Binh Thuy District (formerly) for his outstanding achievements over the past 10 years in implementing Directive No. 05-CT/TW of the Politburo of the 12th Party Congress on "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style." As with previous awards, Mr. Hai Tuoc donated the accompanying prize money to charitable activities in the area.

At 73 years old, Mr. Hai Tuoc still performs his roles and responsibilities well in the locality. Besides participating in the Front Committee and the Farmers' Association branch, he is also a representative of the Ward People's Council, Head of the Self-Governing People's Group, Head of the 1B Education Promotion Group, Head of the Ward's Charitable Ambulance Team, and Secretary of the Thoi An Dong Temple Management Board.

Because he is both compassionate and responsible, he is highly trusted and respected by the government and the people. Many people regularly send money and gifts, asking Mr. Hai to distribute them to those in need in the area. For example, in July and August, Mr. Hai Tuoc visited and gave gifts to 10 patients in difficult circumstances. Each gift was worth 250,000 VND (10kg of rice and essential goods). These gifts were funded by Ms. Duyen and Ms. Thao (currently residing abroad), Dr. Tran Van Hoai (Head of the Ward Health Station), and Ms. Ha Thi Ut.

In July, Mr. Hai, on behalf of the Education Promotion Group, presented gifts to 23 students from disadvantaged backgrounds, each receiving 300,000 VND. Every year during the summer, the Education Promotion Group organizes donations of money or notebooks for students from needy backgrounds, funded by generous benefactors. Notably, Ms. Nguyen Ngoc Hoa (commonly known as Nga) regularly supports the education promotion activities in the area. In particular, Ms. Tran Thi Chuong (commonly known as Ut) sends money each year to Mr. Hai to buy rice to donate to needy households during Tet (Lunar New Year) and the Mid-Autumn Festival. During Tet 2025 alone, Ms. Ut asked Mr. Hai to donate 540 kg of rice to 53 needy households.

In 2009, the government and people of the former Tra Noc ward contributed hundreds of millions of dong to purchase a charitable ambulance. In 2010, the ambulance began operating and has continued to run regularly ever since. A charitable ambulance team was also established in the ward to manage and maintain the ambulance's operation. Mr. Hai Tuoc was elected as the team leader. The team holds regular monthly meetings and publicly discloses income and expenses for the public to see. Currently, over 130 people have registered to contribute funds to the charitable ambulance monthly. In addition, there are those who make occasional contributions or relatives of patients who help with fuel costs. All of these contributions combine to form a fund that has operated the charitable ambulance for the past 15 years.

Mr. Hai Tuoc shared: “Thanks to everyone's trust and support, local social charity activities are carried out regularly and consistently. Movements to build a cultured and civilized urban life, clean up public areas, upgrade bridges and roads… are all carried out by the people in unity and cooperation, contributing to making the area brighter, greener, cleaner, and more beautiful.” In all activities, Mr. Hai always sets a good example, contributing both his time and money. Whenever he receives awards from various departments and levels, Mr. Hai uses the prize money to donate to charity.

Mr. Hai Tuoc happily shared: “There are many good deeds in the locality, not only showing mutual support and compassion, but many people also find lost items and return them to their owners. For example, in mid-July, Mr. Le Tan Phat (commonly known as Hieu), a welder, found a wallet. Hieu brought it to me and informed me. I called the police in area 2 to contact the owner's locality, and about an hour later, the owner came to retrieve all the lost documents and money. What is admirable is that Hieu, despite his difficult circumstances and working for others, did not take the lost money, thus contributing to spreading this beautiful way of life to everyone.”
