Sand will be available for the Ho Chi Minh City Ring Road 3 by the end of August.

On August 15th, Mr. Luong Minh Phuc, Director of the Project Management Board for Investment and Construction of Transportation Works (Transportation Board), stated that the difficulties and obstacles regarding the exploitation of sand for road embankment construction for the project have been largely resolved.

Currently, the Ho Chi Minh City People's Committee, the Materials Task Force, and the investor are actively coordinating and working with the People's Committees of Tien Giang, Vinh Long , and Ben Tre provinces to complete the licensing procedures for sand mines serving the Ring Road 3 project according to schedule.

Specifically, Tien Giang province has 3 sand mines that will complete licensing procedures by the end of August 2024 (phase 1); the second phase of licensing procedures will be completed by the end of September 2024 (total supply volume of 6.6 million m³). The total volume of sand Tien Giang province is expected to supply to the project in 2024 is 3 million m³.

Also in August 2024, Vinh Long province will complete the procedures and supply sand for the project. One mine will complete the procedures and supply sand to the project before August 25th. The remaining five mines will complete the procedures and supply sand to the project in early September 2024. The total volume of sand supplied by Vinh Long is 1.4 million m³. The volume of sand that Vinh Long expects to supply to the Ring Road 3 project in 2024 is 700,000 m³.

For Ben Tre province, the procedures for supplying sand to the project will be completed and approved in December 2024, with a total volume of 2 million m³. The expected volume of sand to be supplied to the project in 2024 is 1 million m³.

Mr. Phuc stated that, to date, the progress of licensing as committed by the three localities of Tien Giang, Vinh Long, and Ben Tre, with the aforementioned volume, meets the needs and construction schedule of the Ho Chi Minh City Ring Road 3 project.

Regarding the construction progress of the Ring Road 3 project through Ho Chi Minh City (component project 1), Mr. Phuc said that the four main construction packages (which commenced in July 2023) have reached 22% of the construction value. Currently, contractors are accelerating the construction of bridges and tunnels along the route; speeding up the construction of the roadbed in the section dealing with weak soil by excavating and replacing soil with cement-stabilized piles (CDM) and installing drainage wicks (PVD).

For the remaining 6 main construction packages (commencing in February 2024), the progress achieved so far has reached 9% of the construction value. Currently, contractors are focusing on accelerating the construction progress of the substructure components along the route and simultaneously implementing soil stabilization work.

Regarding the four packages related to operation and exploitation, the unit is currently reviewing and approving the design and cost estimates. These packages are expected to commence construction in late 2024 and will be completed simultaneously with the ten main construction packages.

Regarding the completion progress of the Ring Road 3 project section through Ho Chi Minh City, Mr. Phuc said that the investor, along with the construction contractors and supervisory consultants, are striving to maintain the original schedule.

Specifically, complete several items of construction package 1 (XL1) to ensure the synchronized and efficient operation of the Nhon Trach bridge connection (part of component project 1A) with the Ho Chi Minh City - Long Thanh - Dau Giay expressway by April 30, 2025.

Technical opening of the entire expressway section is scheduled for the end of January 2026; official opening of the entire expressway section is scheduled for April 30, 2026. The entire project (including the parallel road section) will be completed by June 30, 2026.

The project to build the Ring Road 3 section through Ho Chi Minh City (including the Kenh Thay Thuoc Bridge) has a total length of component project 1 of 47.35km. Section 1 (Thu Duc City) starts at the Nhon Trach Bridge; Section 2 (Cu Chi, Hoc Mon, and Binh Chanh districts) starts at the Binh Goi Bridge and ends at the end of the Kenh Thay Thuoc Bridge area.

The project has a total investment of over 22,411 billion VND, funded by the central government budget and the city budget (with a capital contribution ratio of 50% from the central government budget and 50% from the city budget).
