Dai Loc is making a breakthrough and moving forward.

Dai Loc, once a purely agricultural district where people faced many difficulties in life, has developed remarkably, with breakthroughs in infrastructure, agricultural production linkages, and industrial development; its socio-cultural aspects have also seen significant improvements.

Agricultural economics

Emerging from two long and fierce wars against France and the United States, 116 out of 128 villages in Dai Loc were severely devastated, with 8,000 hectares of arable land abandoned, littered with unexploded bombs and mines, interspersed with barbed wire, bomb craters, and weeds.

However, thanks to the successful implementation of campaigns such as "mine clearance," "grassland offensive," "all-people irrigation," and "land reclamation," just one year after liberation, the cultivated area of ​​Dai Loc district increased from 3,700 hectares to nearly 10,000 hectares.

According to Mr. Tran Viet Phuong, Head of the Agriculture and Environment Department of Dai Loc district, following the general development trend towards increasing the proportion of the industry-construction and trade-service sectors, agriculture currently accounts for only over 10% of the local economic structure.

However, the breakthrough lies in the fact that the government and people have reformed their production mindset, responding to the policy of land consolidation and accumulation associated with irrigation planning, introducing high-quality seeds into production, and controlling diseases. In 2024, the entire district planted a total area of ​​15,543.4 hectares (2 crops), including 8,441.8 hectares of rice and 1,668.2 hectares of corn, with a total yield of approximately 65,944 tons.

Notably, over the past 10 years, production chains have begun to form with the participation of many large corporations, especially in rice seed production.

To date, Dai Loc has 17 businesses linked with local areas through cooperatives, covering a total area of ​​1,900 hectares, including 1,700 hectares for rice seed production and 200 hectares for corn, mung beans, peanuts, etc.

For example, Dai Thang Agricultural Cooperative links rice seed production with 1,000 households on an area of ​​175 hectares; or other agricultural cooperatives such as Ai Nghia, Dai Hiep, Dai Quang, Dai Minh, Dai Thang, Dai Hung, Dai Nghia, etc.

Another highlight in Dai Loc's agricultural sector is its garden and farm economy. The district currently has 5 large-scale livestock farms; and 250 gardens growing bananas, guavas, pomelos, coconuts, jackfruit, and various types of clean vegetables.

Many models of fruit tree cultivation combined with ecotourism are gradually being formed. According to Resolution No. 35 of the Provincial People's Council, 75 orchards have received support with a total funding of 2.7 billion VND; dossiers are being prepared to support an additional 20 orchards.

Driving force for development

According to Mr. Pham Thuy, Head of the Economic, Infrastructure and Urban Development Department of Dai Loc district, in the last 10 years, thanks to investment resources from the central and provincial governments, Dai Loc's infrastructure has been developed comprehensively and modernly. First and foremost are the transportation projects connecting the locality with neighboring districts, creating a breakthrough for development.

In 2017, on the occasion of the 42nd anniversary of the liberation of Quang Nam and the 20th anniversary of the province's re-establishment, the Quang Nam Provincial People's Committee inaugurated the Giao Thuy bridge across the Thu Bon River, creating a new North-South axis including National Highway (NH) 14H - Provincial Road 609B - NH14B (Nong Son - Duy Xuyen - Dai Loc to Da Nang). Subsequently, Dai Loc received investment in many key projects such as the Hoi Khach - Tan Doi bridge; the Van Ly bridge and access roads; the Tay Ai Nghia bypass; and the DH3.DL Dai An road leading to the district's administrative center…

In particular, two road projects connecting National Highway 14H to Provincial Road 609C and Provincial Road 609C to National Highway 14B, with the highlight being the two bridges, Song Thu Bridge (over the Thu Bon River) and An Binh Bridge (over the Vu Gia River), have just been opened for technical traffic to celebrate the 50th anniversary of the liberation of Quang Nam province and the 95th anniversary of the establishment of the Quang Nam Provincial Party Committee.

Over the years, the district has also taken advantage of resources to upgrade and expand provincial roads and build new bridges with a total cost of nearly 96.7 billion VND. With the synchronized investment in infrastructure, Dai Loc has become a destination for 52 domestic and foreign investors, raising the value of industrial and construction production to 10,131 billion VND by the end of 2024 (accounting for 61% of the economic structure).

Mr. Gerd Josef Teufel, General Director of Groz-Beckert Vietnam (a German company), said that choosing to invest in the Dai An Industrial Cluster (Ai Nghia town) was the right decision.

On a total area of ​​over 16.1 hectares leased from the State, the company began construction of its factory in 2008 and officially commenced operations in 2010. To date, the company has built two factories, along with wastewater and exhaust gas treatment systems and solar power, to produce various types of industrial needles for the garment industry; providing employment for 930 workers, 90% of whom are from Dai Loc.

According to Mr. Le Do Tuan Khuong, Vice Chairman of the People's Committee of Dai Loc district, by leveraging existing potential and advantages and effectively utilizing resources, Dai Loc's economy has undergone significant transformation, and the lives of its people have improved. By the end of 2024, the district's total state budget revenue reached over 1,396 billion VND, of which revenue from economic activities was nearly 232 billion VND; average per capita income reached 58.8 million VND.

“In building our homeland, Dai Loc has the honor of receiving many prestigious awards from the Party and the State. Among them, Dai Dong 2 Agricultural Cooperative and Dai Hiep Cooperative were awarded the title of Hero of Labor; the district's armed forces were awarded the title of Hero of the Armed Forces during the period of national renewal; and the officials and people of Dai Loc district were awarded the First Class Labor Medal. This is a worthy continuation of the glorious tradition of our heroic homeland, becoming a great honor and source of encouragement for officials and people as they enter the era of national progress,” Mr. Khuong said.

According to Mr. Mai Anh Son, Head of the Culture, Science and Information Department of Dai Loc District, the locality has 27 relics classified at the provincial level, 1 intangible cultural heritage at the national level (Ba Phuong Chao Traditional Festival), and 4 historical relics at the national level (Thuong Duc Victory site, Phu An - Phu Xuan tunnel, the starting point of the anti-tax movement in 1908 in Central Vietnam at Phiem Ai communal house and Mr. Nghe Tiep's house, and the tomb of Mr. Do Dang Tuyen).
