As the country implemented the two-tiered local government model, the work of disseminating information and mobilizing women was further strengthened in a systematic, synchronized manner, tailored to the specific characteristics of each locality. The Provincial Women's Union linked its mass mobilization work with the theme "Promoting the role of women in participating in building the Party and the political system".
A notable highlight is the Association's proactive role in advising and effectively implementing Project 8, "Implementing Gender Equality and Addressing Urgent Issues for Women and Children," under the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Regions. Through training conferences, seminars, and communication competitions, thousands of officials and members have been equipped with knowledge and skills in preventing and combating domestic violence, preventing abuse against women and children, and promoting gender equality in families and communities.

In remote and disadvantaged areas where ethnic minorities constitute a high percentage of the population, mass mobilization work demonstrates even greater persuasiveness and depth. In Ba Chẽ commune, where nearly 77% of the population are ethnic minorities, the Women's Union has diversified its methods of communication, from branch meetings and small group discussions to integrating it into emulation movements. The Union also focuses on raising awareness about preventing child marriage, consanguineous marriage, and being vigilant against online fraud. As a result, many women have changed their perceptions, using social media more safely and effectively, and knowing how to protect themselves and their families from new risks.
Public relations work should not be limited to propaganda, but should also be closely linked to practical support solutions. Supporting women's economic development is identified as a fundamental solution for achieving genuine gender equality. When women have stable incomes and a voice in the family and society, the value of gender equality will be realized through concrete changes in their lives.
In Mong Duong, the Women's Union of the ward has effectively played its role as a socio-political organization entrusted with tasks from the Social Policy Bank. Accordingly, the Union proactively coordinated with the Cam Pha branch of the Social Policy Bank to disseminate information on preferential credit policies, review and assess eligible borrowers, guide procedures, and monitor the use of funds. In 2025, the Union coordinated the disbursement of loans to 94 households with a total capital of over 9.2 billion VND; the total outstanding entrusted loan balance reached 23.3 billion VND with 333 borrowing households, with no overdue debts.
These figures clearly reflect the effectiveness of skillful grassroots mobilization: from thoroughly understanding the circumstances of each member to accompanying and guiding them on how to use capital effectively. Many women have boldly invested in developing livestock farming, small-scale trading, and service businesses; from difficult situations, they have gradually risen out of poverty and stabilized their lives.

The Women's Union's mass mobilization work in the ward is also effectively integrated into the "5 No's, 3 Cleanliness" and "5 Yes's, 3 Cleanliness" movements, as well as the building of new rural areas and civilized urban areas. Through specific and relatable models, women have become a core force in maintaining environmental hygiene, sorting waste at source, and reducing plastic waste. From each family, awareness of gender equality, shared responsibility for chores, childcare, and building a civilized lifestyle is formed and spread.
Amidst the strong digital transformation taking place in all aspects, the Provincial Women's Union has launched the "Digital Literacy Movement," organizing training courses on smartphone usage, digital platforms, artificial intelligence, etc., for women, especially those in disadvantaged areas. This is not only an activity to enhance digital literacy but also an important step towards narrowing the gender gap in access to information technology and development opportunities.
It can be affirmed that mass mobilization work within women's organizations in Quang Ninh province has been implemented comprehensively and creatively in recent times, focusing strongly on the grassroots level and using tangible results as a measure of effectiveness. From raising awareness, supporting livelihoods, improving digital skills, to building happy families, each activity has contributed to strengthening the trust of members and women in the Party and government.
