
Blessed with favorable natural conditions, Quang Ninh is located in a tropical monsoon climate zone, influenced by the stable Asian monsoon circulation, and boasts a coastline of approximately 250km. According to the Ministry of Agriculture and Environment, the central Gulf of Tonkin area, including Quang Ninh province, is one of the four regions with the best potential for offshore wind power development in the country. Survey results from the Institute of Energy also indicate that the province's total wind power potential could reach approximately 13,000MW along the coast and 2,300MW onshore, mainly concentrated in the Co To and Mong Cai areas.
Recognizing the crucial role of energy in sustainable development, the province has proactively integrated clean energy development goals into its overall planning. In the Provincial Planning for the period 2021-2030, with a vision to 2050, the province aims to maintain its position as a national energy hub while strongly shifting towards environmentally friendly energy sources.
The province proposed to the Ministry of Industry and Trade to add the development plan for power generation projects to the Power Development Plan VIII. On April 15, 2025, the Prime Minister issued Decision No. 768/QD-TTg approving the Adjustment of the National Power Development Plan for the period 2021-2030, with a vision to 2050 . Accordingly, during the period 2025-2035, Quang Ninh will develop 4,700MW of wind power, including 3,500MW offshore and 1,200MW onshore. This orientation not only helps diversify energy sources but also contributes to reducing dependence on fossil fuels, in line with Vietnam's commitment to reducing greenhouse gas emissions.

Based on its outstanding natural advantages and clear direction, the province has recently become an attractive destination for many large investors in the renewable energy sector. Notably, BP Group (UK) and Sovico Group have proposed an offshore wind power project with a scale of approximately 3GW, expected to supply 8-10 TWh of electricity per year, implemented in multiple phases, starting in 2027. In addition, Copenhagen Infrastructure Partners (Denmark) – one of the world's leading offshore wind power developers – also plans to conduct surveys and research on investment opportunities in the locality.
Notably, in 2025, the province successfully attracted investors for its first wind power project. Within the overall development strategy, the Quang Ninh 1 Wind Power Plant Project is considered a concrete step towards achieving the set goals. The project is invested in by a joint venture between Cuong Thinh Thi Construction Investment Group JSC and Ea Sup 5 JSC, located in Hoanh Bo ward and Thong Nhat commune (formerly Ha Long City).
With an installed capacity of 200MW, the project is expected to deploy 32 wind turbines, each with a capacity of approximately 6.25MW, generating an estimated total annual electricity output of nearly 570 million kWh. The project area mainly consists of low hills with sparse population, making it favorable for turbine placement, internal transportation systems, and technical infrastructure.
Currently, the project is completing the necessary legal procedures, including detailed planning appraisal, environmental impact assessment, and feasibility study preparation. Construction is expected to begin in April 2026. Once operational, the Quang Ninh 1 wind power plant will not only significantly supplement the power supply for the Northern region but also contribute to enhancing national energy self-reliance. More importantly, it is a clean, zero-emission power source, directly contributing to Vietnam's goal of reducing greenhouse gas emissions in accordance with international commitments.

According to experts, if implemented comprehensively and effectively, Quang Ninh could completely become Vietnam's new "wind power capital." Currently, the province is also calling for investment in 14 wind power projects, including 9 onshore and nearshore projects, and 5 offshore projects. Simultaneously, it is promoting the development of other renewable energy sources to create a diverse energy ecosystem.
Specifically, the province has selected investors for several important projects, such as: the Dam Ha Industrial Aquaculture and Seedling Center combined with a 100MW solar power plant, implemented by BIM Food Joint Stock Company; and the 15MW Solid Waste Treatment Center project in Thong Nhat commune (waste-to-energy plant), invested by INDEVCO Group Joint Stock Company. Both projects commenced construction on December 19, 2025.
Once these projects are completed and operational, Quang Ninh will gradually develop a diverse and modern energy ecosystem, contributing to the realization of sustainable development goals and affirming its position as a clean energy hub in the northern region.
