Expedite progress on 2 provincial road projects.

Lam Dong province has resolved obstacles to ensure that the two projects to renovate and upgrade provincial roads 682 and 683, with a budget of 600 billion VND, are implemented on schedule.

Contractors are taking advantage of unfavorable weather conditions to construct the drainage system on Provincial Road 682.

The project to renovate and upgrade Provincial Road 682 was approved in November 2021, with a total investment of 300 billion VND from the central government budget. The project, spanning 24 km and including two bridges, is designed according to the standards of a Class III mountain road and is managed by Project Management Board No. 3. Construction began in July 2022, and by the end of August 2025, approximately 85% of the contract value had been completed. The project has disbursed 33 billion VND out of the total 100 billion VND allocated for 2025.

During implementation, the project was stalled due to land clearance issues. Specifically, the compensation, support, and resettlement plans for two locations were only approved and payments made in May and July 2025. The delay in land handover, coinciding with the rainy season, significantly impacted progress in these areas.

Currently, these obstacles have been removed, and the contractor is mobilizing machinery and taking advantage of favorable weather conditions to construct the roadbed. Sections where land was previously available have basically completed the roadbed and drainage system on both sides. The project to renovate and upgrade Provincial Road 683 also commenced in July 2022, with an investment of 300 billion VND, implemented in the period 2022 - 2025, and is also managed by Project Management Board No. 3.

As of the end of August 2025, the construction volume reached 79% of the contract value. However, disbursements amounted to only over 21.5 billion VND, equivalent to 19% of the total allocated capital for 2025 (113.7 billion VND).

The biggest challenge for Provincial Road 683 lies in the approximately 3-kilometer section passing through Dak Sak and Duc Lap communes. This is a densely populated area with a low roadbed and severely degraded road surface. Prolonged heavy rain has disrupted roadbed construction.

Due to the high traffic density on this route, the construction unit was forced to carry out construction while simultaneously operating the road, slowing down the progress and causing inconvenience to local residents.

According to the leaders of Project Management Board No. 3, there are currently no obstacles on the two projects to upgrade provincial roads 682 and 683. The project implementation is only facing difficulties due to unfavorable weather conditions, including prolonged heavy rain. In addition, localized shortages and price increases of construction materials are also affecting the project's progress.

In response to this situation, Project Management Board No. 3 directed contractors to proactively plan for importing and stockpiling materials at convenient locations. Contractors took advantage of the rainy period to manufacture and install prefabricated components. Contractors concentrated machinery and personnel at the construction site, ready to organize construction when the weather was favorable to make up for the missed deadlines.

According to the Lam Dong Department of Construction, both projects to renovate and upgrade provincial roads 682 and 683 are planned for completion in July 2025. However, the implementation of these projects has faced obstacles due to unfavorable weather conditions (prolonged heavy rain) and localized shortages of construction materials. Provincial road 682, in particular, has experienced delays in land handover at several locations.

Currently, all obstacles have been resolved by the authorities. Following the investor's proposal, the Department of Construction advised the Provincial People's Committee to agree to extend the completion deadline for the two projects to December 31, 2025.

According to the Head of the Department of Construction, extending the contract deadline does not affect the project's implementation time and does not generate any additional related costs. This is the final extension, and the Provincial People's Committee has requested the investor to review and accelerate the construction progress to hand over the project for use as soon as possible.
