
The Provincial Road 682 Improvement and Upgrade Project was approved in November 2021, with a total investment of 300 billion VND from the central budget. The project is 24 km long, including 2 bridges, designed according to the standards of a grade III mountainous road, with the Project Management Board for Construction Investment (BQLDA) No. 3 as the investor. Construction started in July 2022, and by the end of August 2025, the construction volume reached about 85% of the contract value. The project has disbursed 33 billion VND out of the total 100 billion VND of capital allocated in 2025.
During the implementation process, the project was stalled due to land clearance problems. The two locations subject to compensation, support, and resettlement only had plans approved and payments made in May and July 2025. The slow handover of the land, falling right in the rainy season, affected the progress here.
Currently, these points have been removed, the contractor is mobilizing machinery, taking advantage of favorable weather to construct the roadbed. The sections with previously cleared ground have basically completed the foundation and drainage system on both sides. The project to renovate and upgrade provincial road 683 also started in July 2022, with an investment capital of 300 billion VND, implemented in the period of 2022 - 2025 and also invested by Project Management Board No. 3.
By the end of August 2025, the construction volume reached 79% of the contract value. However, the disbursement was only over 21.5 billion VND, equivalent to 19% of the total capital allocated in 2025 (113.7 billion VND).
The biggest challenge for Provincial Road 683 lies in the approximately 3 km section through Dak Sak and Duc Lap communes. This is a densely populated area with low roadbeds and severely degraded road surfaces. Prolonged heavy rains have disrupted roadbed construction.
Because this route has high traffic density, the construction unit is forced to both construct and exploit, slowing down progress and causing inconvenience to local people.
The leader of Project Management Board No. 3 said that currently, the two projects to upgrade provincial roads 682 and 683 have no more problems. The implementation of the project is only facing difficulties due to unfavorable weather and prolonged heavy rain. In addition, the local scarcity of construction materials and price increases are also affecting the progress of the project.
Faced with the above situation, Project Management Board No. 3 has directed contractors to proactively plan to import and gather materials at convenient locations. Contractors take advantage of the rainy season to produce and install precast components. Contractors concentrate machinery and workers at the construction site, ready to organize construction when the weather is favorable to make up for the progress.
According to the Lam Dong Department of Construction, the two projects to renovate and upgrade provincial roads 682 and 683 are both scheduled to be completed in July 2025. However, the implementation of the projects has encountered disadvantages due to weather (prolonged heavy rain) and local shortages of construction materials. In particular, provincial road 682 has been delayed in handing over the site at some locations.
Currently, all the problems have been resolved by the authorities. After the investor proposed, the Department of Construction advised the Provincial People's Committee to agree to extend the completion date for the two projects to December 31, 2025.
The leader of the Department of Construction said: The contract extension does not affect the project implementation time and does not cause additional related costs. This is the last extension and the Provincial People's Committee has requested the investor to review, speed up the construction progress, and soon hand over the project for use.
