Specifically, in the draft regulations on organizing the 10th grade high school entrance exam, the Ho Chi Minh City Department of Education and Training stated that the choice of the third exam subject will be decided by the educational institutions, but must be announced before March 31st each year. Accordingly, the third exam subject should be chosen carefully to avoid putting unnecessary pressure on students.
The Ho Chi Minh City Department of Education and Training stated: "The decision on the third subject in the 10th grade exam must ensure that it does not affect students' psychological well-being, revision process, and subject choices at the high school level."
According to the Ho Chi Minh City Department of Education and Training, the current education program has set compulsory subjects for high school, including Vietnamese language and literature, mathematics, foreign language, physical education, national defense and security education, and history. Foreign language is the only compulsory subject that students must study from grade 3 to grade 12. Other subjects are chosen flexibly according to the needs and aspirations of each student.
This leads to the possibility that randomly selecting subjects other than mathematics and literature could expose students to subjects unrelated to their career aspirations, causing psychological "shock" and stress before the exam. As stated by the Department of Education and Training, keeping English as the third exam subject will align with the career orientation goals of all students, while also meeting the needs of international integration.
In addition to retaining the English exam, the Ho Chi Minh City Department of Education and Training also proposed to the Ministry of Education and Training to grant autonomy to provincial Departments of Education and Training in organizing the exam. Specifically, in the draft regulations on announcing cutoff scores, the Department of Education and Training proposed that each locality should have the right to decide when to announce the cutoff scores based on its own specific admission characteristics.
The goal of this is to help localities proactively adjust their enrollment plans, avoiding situations where students are accepted into multiple schools simultaneously, thereby creating better conditions for high schools to prepare facilities and personnel for the new school year.
It is expected that the Circular on Regulations for Admission to Junior High Schools and High Schools will be finalized and issued before December 31, 2024.
