Trade union funds are contributed by enterprises and units that do not receive 100% of their salaries from the state budget, cooperatives, cooperative unions, and other organizations and units employing workers, at 2% of the wage fund used as the basis for mandatory social insurance contributions.
The draft also stipulates that the Vietnam Trade Union does not include officials, civil servants, and public employees who receive 100% of their salaries from the state budget, and is organized into four levels.
Regarding the conditions, trade unions in specialized departments and units can be established when there are 5 or more union members or 5 or more employees. For trade unions in the police and military, the draft adds the phrase "not receiving 100% of their salary from the state budget" to align with the Party's policy.
