More than 9.2 trillion VND is needed to provide free tuition for the children of teachers.

On October 8th, continuing the program of the 38th session, the Standing Committee of the National Assembly gave its second opinion on the draft Law on Teachers, which is expected to be submitted to the National Assembly for consideration at the upcoming 8th session.

One of the notable policies in the draft Law on Teachers is the policy on salaries and preferential allowances for the profession.

According to the draft, the salary scale for public preschool and primary school teachers will be adjusted to better reflect the nature and complexity of the work performed by teachers at each level.

At the same time, the preferential allowance for teachers is expected to be adjusted, increasing by 10% for preschool and 5% for primary school. The additional cost incurred to pay teachers' salaries will be approximately 1,068 billion VND per month, meaning the budget will need to supplement 12,816 billion VND annually.

Regarding regulations on teacher recruitment, the draft states that teachers receiving their first salary increase will be promoted one level in the administrative and public service salary scale system.

According to calculations by the Ministry of Education and Training , if this plan is implemented, the additional cost to pay teachers' salaries will be approximately 22 billion VND per month. This means that the budget will need to supplement 264 billion VND annually.

Notably, the draft also proposes that the State will pay tuition fees for the biological and legally adopted children of teachers currently working, from preschool to university. Based on the age of the teacher and the estimated age of the child, the additional tuition fee to be paid annually is over 9,200 billion VND.

Speaking at the session, National Assembly Chairman Tran Thanh Man suggested that the draft Law should be refined in a way that assesses the impact and then defines the scope and subjects of regulation accordingly, so that the Law truly meets the requirements of the new era.

Citing figures from the Government's report on the implementation of the policy to waive tuition fees for children of teachers and lecturers, which requires approximately over 9,200 billion VND per year, the Chairman of the National Assembly stated that this resource is relatively large.

"Where will these funds come from, and where will we get them to allocate for annual expenditures? You comrades must conduct a more thorough assessment to ensure feasibility and fairness in relation to other priority groups," the Speaker of the National Assembly noted.

The draft Law on Digital Technology Industry clearly outlines the principles for managing and developing AI.

Also on October 8th, the Standing Committee of the National Assembly gave its initial feedback on the draft Law on Digital Technology Industry.

Presenting the government's proposal, Minister of Information and Communications Nguyen Manh Hung stated that the purpose of enacting the law is to develop the digital technology industry into a sector that makes a significant contribution to the national economy and to create the most favorable environment for nurturing and developing digital technology businesses.

According to Mr. Hung, this law also aims to affirm the legal value of the digital technology industry; and to establish regulations and policies to promote the development of the digital technology industry.

The draft law clearly outlines the necessary content for developing the digital technology industry, specifying the principles for managing and developing AI (artificial intelligence), and proposing preferential policies for the digital technology industry.

Accordingly, incentives for the digital technology industry are based on the principle of referencing existing incentive regulations in laws on investment, taxation, credit, high technology, etc.

In addition, the bill stipulates several key incentives for specific projects in the digital technology industry, focusing on key products, software, semiconductors, artificial intelligence, AI data processing and storage centers, digital technology research and development centers, investment in research, and support for digital technology transfer.

Reviewing the draft law, the Chairman of the Committee on Science, Technology and Environment, Le Quang Huy, assessed that the draft law has fundamentally institutionalized and is consistent with the Party's guidelines and policies and the State's policies; ensuring constitutionality and legality within the legal system, and compatibility with relevant international treaties.

To ensure the feasibility of the draft law and its compatibility with the current legal system, the Committee on Science, Technology and Environment recommends clearly defining the relationship between this draft law and the current Information Technology (IT) Law.

Simultaneously, research and revisions should be conducted with a view to replacing the entire Law on Information Technology by expanding the scope of this draft law and further incorporating the provisions of the Law on Information Technology that are still in effect into this draft.
