The policy on subscriber information management is one of six major policy groups in the draft decree detailing a number of articles and measures to implement the Telecommunications Law (Decree) that the Ministry of Information and Communications is soliciting public opinion on.
According to the draft decree, the registration of subscriber information will be carried out in the form of direct registration at the point established by the telecommunications enterprise, directly at the point with a specified address established by another enterprise, authorized by the telecommunications enterprise to carry out the registration of subscriber information. The draft decree also stipulates the form of registration of subscriber information through applications and websites of telecommunications enterprises... This is classified as a form of online registration through the use of software and applications owned and agreed upon by the enterprise itself.
The draft also stipulates that telecommunications enterprises are responsible for ensuring that subscriber information registration points fully comply with regulations on authentication and storage of subscriber information; and are fully responsible before the law for the fact that subscriber information is compared, entered, stored, and managed at the registration point.
