According to the proposal recently submitted by the Vietnam Road Administration to the Ministry of Construction , the four expressways Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, and Vinh Hao - Phan Thiet do not fully meet the requirements of the Road Law, therefore, the proposed lowest toll rate is 900 VND/km for vehicles with fewer than 12 seats and trucks under 2 tons.
The Phan Thiet - Dau Giay expressway has fully met the regulations regarding toll collection conditions (4 lanes, with a continuous emergency stopping lane) and the proposed lowest toll rate is 1,300 VND/km.

The Vietnam Road Administration estimates that after deducting collection costs, the five aforementioned expressways will generate approximately 1,700 billion VND annually for the state budget from toll collection.
Earlier this year, the Vietnam Road Administration drafted two fee levels. Level 1 applies to completed expressways that meet standards; Level 2 applies to expressways that do not meet standards, such as those lacking rest stops, emergency lanes, and service roads. The specific fees are as follows (in VND/km):

Regarding the toll collection period, according to Circular No. 23/2023 of the Ministry of Finance , the Vietnam Road Administration stated that the depreciation period for machinery, equipment used for general operations, and office machinery and equipment is 5 to 8 years. Therefore, this agency proposes a 7-year asset exploitation period. The Administration will manage the collection, payment, and use of highway tolls; and simultaneously inspect the operations and revenue from toll collection services provided by the operating unit and service providers, ensuring that toll collection is accurate and complete.
Currently, there are 12 state-owned expressways nationwide, directly managed and operated under the purview of the Ministry of Construction. In addition to the five expressways mentioned above, seven projects are already operational but not yet eligible for toll collection: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, and Ho Chi Minh City - Trung Luong. The Department of Roads will conduct further research to develop a plan for their operation in a later phase.
The Road Law, passed by the National Assembly on June 27, 2024, has added many regulations on the management and investment in the development of road infrastructure, including the collection of usage fees from vehicles traveling on state-invested expressways.
