The Decree clearly states that the consideration of awarding the "Ho Chi Minh Prize" and "State Prize" in literature and art must ensure the following principles: Works, clusters of works, works, clusters of works (works , works) on literature and art of the author are only recommended for consideration for a major in literature and art.

Conditions for awarding "Ho Chi Minh Prize" and "State Prize" for literature and art
The Decree specifically stipulates the conditions for awarding the "Ho Chi Minh Prize" and "State Prize" in literature and art:
1. Authors whose works and works on literature and art are proposed to be considered for the "Ho Chi Minh Prize" or "State Prize" in literature and art must be loyal to the Fatherland and perform well. Party's guidelines, State's policies and laws.
2. The author is a foreigner whose works and projects on literature, art, and research about Vietnam are proposed to be considered for "Ho Chi Minh Prize" or "State Prize" for literature and art. must respect independence, sovereignty, unity, territorial integrity, laws and good customs of Vietnam.
3. Literary and artistic works and projects considered for the "Ho Chi Minh Prize" and "State Prize" for literature and art must meet the following conditions:
Has been published and used in the forms of publishing, architecture, exhibition, theater, cinema, radio, television, teaching, and records since September 02, 9. Time of work , literary and artistic works published and used for a minimum of 1945 years for the "Ho Chi Minh Prize" and 05 years for the "State Prize" up to the time of submitting the application for consideration. awarded "Ho Chi Minh Prize" or "State Prize" for literature and art at the Department of Culture, Sports and Tourism or the Department of Culture and Sports or the Central Association of Literature and Arts.

Criteria for awarding the "Ho Chi Minh Prize" in literature and art
1. Literary and artistic works and works published and used from 1993 onwards must meet the following standards:
a) Particularly excellent; has very high value in literature, art, and ideological content;
b) Has a great effect in serving the revolutionary cause of the Party and the nation, has a broad and lasting influence in the people's lives, and makes an important contribution to the cause of socio-economic development and develop Vietnamese literature and art.
2. Literary and artistic works and works published and used after 1993 must meet the following standards:
a) Particularly excellent; has very high value in literature, art, and ideological content;
b) Has a great effect in serving the revolutionary cause of the Party and the nation, has a broad and lasting influence in the people's lives, and makes an important contribution to the cause of socio-economic development and develop Vietnamese literature and art;
c) Received at least one Gold Prize at national-level professional competitions, festivals and exhibitions of literature and art organized by the Ministry of Culture, Sports and Tourism or specialized competitions and festivals. careers and exhibitions on literature and art organized by the Central Association of Literature and Art, or awards at professional competitions, festivals and exhibitions on international literature and art;
d) Each work in a cluster of works or each work in a cluster of literary and artistic works must meet the standards specified in Point c of this Clause;

Criteria for awarding "State Awards" in literature and art
1. Literary and artistic works and works published and used from 1993 onwards must meet the following standards:
a) Has high value in ideological content and artistic form;
b) Has a good effect in education, building new people, improving the aesthetic level of the people, contributing significantly to the development of Vietnamese literature and art.
2. Literary and artistic works and works published and used after 1993 must meet the following standards:
a) Has high value in ideological content and artistic form;
b) Have a good effect in education, building new people, improving the aesthetic level of the People, contributing significantly to the development of Vietnamese literature and arts;
c) Received at least one Gold Prize or one Silver Prize at national competitions, professional festivals and exhibitions of literature and art organized by the Ministry of Culture, Sports and Tourism or competitions , professional festivals and exhibitions on literature and art organized by the Central Association of Literature and Art, or awards at professional competitions, festivals and exhibitions on international literature and art;
d) Each work in a cluster of works or each work in a cluster of literary and artistic works must meet the standards specified in Point c of this Clause;
The script that is made into a film and premiered or the script that is staged into a play and performed or the dance script that is staged and performed must meet the standards specified in Point c of this Clause.
